You will step into an assignment where a new GIS system is to be implemented in a complex public sector operation with many dependencies, multiple stakeholders, and high demands for structure. The solution must integrate with existing IT systems and support the mapping of properties, infrastructure, and environmental data, as well as offer web-based visualization and analysis.

You will take over when the procurement documents have already been prepared and drive the work forward through a negotiated procurement procedure, all the way to implementation and commissioning. The role requires you to align business needs, the procurement process, and implementation in close collaboration with internal functions and external suppliers.

You will play a central role in creating momentum, structure, and anchoring in an initiative where correct execution will have significant importance for the business for years to come.

• You project manage the procurement of the GIS system via a negotiated procedure, from the request for applications and supplier qualification to the invitation to tender, negotiation, and evaluation.
• You plan and drive the implementation of the procured solution together with relevant business units and the selected supplier.
• You coordinate preparations and initiation so that goals, working methods, responsibilities, and dependencies are clear from the start.
• You lead the work regarding configuration, development, and integration based on established requirements.
• You ensure testing and quality assurance so that the solution functions in the business and meets expected needs.
• You drive training efforts and preparations for operation so that users and the organization are ready to use the system.
• You are responsible for commissioning and follow up to ensure the solution functions stably in production.
• You facilitate collaboration meetings and workshops with various stakeholders to create clarity and momentum.

• Very strong project management skills.
• Experience in leading and conducting procurements of major business systems.
• Experience in project managing the implementation and commissioning of major business systems.
• Experience in evaluating tenders.
• Knowledge and experience in driving and leading workshops.
• You must be able to provide at least two (2) reference assignments completed within the last five (5) years that involved the procurement of major business systems as well as their implementation.
• You operate in an independent role without commercial ties to GIS system suppliers.

• Experience with systems within the urban planning process, specifically in the geodata area.
• Experience collaborating with a municipal organization.
• Experience in preparing procurement documents for GIS systems.
