About the workplace

The Social Services Administration in Helsingborg is looking for an Assistant Director of Operations within the regulatory authority sector who wants to work for a social services system that is accessible, relational, and present in the everyday lives where people live. A social services system built on trust in people's own resources, working preventively, proactively, and in collaboration with others.

We are in the midst of transitioning to the new Social Services Act. This is not just about new ways of working, but a new way of thinking about social work, leadership, and welfare. A key part of our development journey is our work with "Signs of Safety." For us, this is not just a method but an approach that strengthens participation, trust, and collaboration with children, families, adults, and their networks. This approach is central to the transition towards a more preventive, accessible, and evidence-based social services system. We have high ambitions and are now seeking a leader who wants to drive this development forward.

The Authority Operational Area is responsible for our reception, our foster homes, and the units working with investigation and follow-up, which involves regulatory authority work related to both children, young people, and adult residents. The assignment is characterized by strong development potential and a clear ambition to transform social services in line with the new Social Services Act.

Responsibilities

As Assistant Director of Operations, you work closely with the Director of Operations and are an important part of the leadership team for the operational area. You contribute to leading, developing, coordinating, and monitoring operations with a focus on quality, legal certainty, sustainable development, and good results for residents.

The assignment covers both the children and youth sector as well as the adult sector. You collaborate closely with unit managers, support functions, and other operations within the city to create a holistic context for the people we serve. The role of Assistant Director of Operations is under development and will be shaped based on operational needs.

Key responsibilities include:

  • Leading and developing operations together with the Director of Operations and unit managers
  • Contributing to the implementation of the transition to the new Social Services Act
  • Ensuring legally sound regulatory authority work and high quality
  • Monitoring operations, economy, and results
  • Driving and monitoring development and change work
  • Creating conditions for sustainable and trust-based leadership
  • Strengthening collaboration both internally and with other societal actors
  • Contributing to a culture characterized by learning, participation, and innovation

Qualifications

We are looking for you who have a strong commitment to social work and believe in people's ability to change. You see the value of combining legal certainty and structure with relationships, participation, and trust.

You are a confident leader who creates direction, engagement, and conditions for others to succeed. At the same time, you have the courage to challenge established ways of working when necessary to develop operations.

You have the ability to switch between strategic perspectives and the day-to-day reality of operations. You see the big picture, build relationships, and bring people together around common goals.

Requirements

  • Degree in Social Work (Social Worker)
  • Several years of experience in regulatory authority work within social services, with priority given to child and youth care
  • Experience in managerial or qualified leadership roles
  • Good knowledge of social services legislation and assignments
  • Experience in change and development work
  • Good ability to express yourself in speech and writing in Swedish

Merits

  • Experience in leading managers
  • Experience from larger or politically governed organizations
  • Knowledge of Signs of Safety or similar network-oriented approaches
  • Experience in transition work related to the new Social Services Act
