The Joint Management Administration consists of the business areas Democracy & Service, Economy & Procurement, Working Life & Digital Technology, Strategic Urban Planning, Rescue Services & Security, and the Support Staff.

The administration is tasked with leading, supporting, and coordinating the entire municipal organization on behalf of the Municipal Executive Board. This is done by focusing on the customer's needs, maintaining a holistic perspective, and using common working methods. We are a learning organization that promotes innovation and learning from both the external world and each other.

About the Unit

The business area Working Life & Digital Technology brings together the HR, Payroll, and IT units and is responsible for the municipality's employer role, strategies for competence supply, and the management and operation of the technical platform and digital infrastructure. By consolidating employer issues, payroll processes, and technical prerequisites, we create a better whole, reduce vulnerability, and strengthen the municipality's ability to meet the long-term competence supply needs within welfare services.

Job Description

As a Strategist for Digital Infrastructure, you are responsible for developing, coordinating, and long-term planning of Motala Municipality's digital infrastructure, with a special focus on the municipality's urban network and fiber infrastructure. The assignment aims to ensure a robust, secure, and future-proof infrastructure that supports the municipality's operations, residents, and businesses.

You are responsible for the municipality's strategic work within fiber, broadband, and digital communication, as well as the management and development of the urban network. The role involves developing strategies, action plans, and decision-making materials, following technical developments in the field, and identifying future needs and opportunities.

You plan, coordinate, and follow up on the expansion, maintenance, and development of the urban network in collaboration with contractors, operators, and other external actors. You are responsible for contacts with customers, landowners, authorities, and collaboration organizations, and represent the municipality in relevant networks and forums.

The assignment includes responsibility for documentation and information management related to the urban network, handling utility matters, contract issues, connections, leasing of network capacity, as well as follow-up of economy, suppliers, and construction contracts.

You work actively with issues regarding network capacity, robustness, redundancy, and preparedness, and ensure that the municipality's fiber network is developed and managed in accordance with industry standards and current guidelines, such as Robust Fiber. The role also involves contributing to the municipality's work on continuity and societal critical infrastructure.

You coordinate issues regarding digital infrastructure within the municipality and serve as the municipality's contact person towards operators, authorities, regions, suppliers, and other collaboration partners. You monitor developments within areas such as 5G, 6G, IoT, and other technical areas that affect future needs for digital infrastructure.

The role is characterized by independence and significant personal responsibility for achieving set goals. As a specialist in the field, you are responsible for ensuring the functionality and availability of the urban network and handling incidents and disruptions in collaboration with contractors and other involved parties.

Qualifications

Formal Competencies:

• An academic degree in IT, computer science, system science, telecommunications, electrical engineering, or other education/experience that the employer deems equivalent.
