Statens institutionsstyrelse (SiS) is a government agency responsible for providing individually adapted compulsory care for young people with complex psychosocial issues and for adults with substance abuse problems. SiS Youth Home Bärby, located just outside Uppsala, receives non-compulsory school-age boys with psychosocial issues, criminal backgrounds, and substance abuse problems.
Job Description
Do you want to work in a central function and contribute to higher quality in our operations? Apply for the position of HR Generalist at SiS. This role is crucial in creating conditions for a more equitable and efficient way of working throughout the organization.
As an HR Generalist, you support the institution's managers and help create the conditions for them to be present and effective leaders. You work operationally, independently, and broadly across the entire HR spectrum, including recruitment, systematic work environment management, rehabilitation, competence development, labor law (terms and agreements), and collective bargaining. You will collaborate with various professional groups within the institution and the agency, as well as with external actors such as occupational health services. Experience with personnel systems like Primula and Reachmee is required.
You will have a broad role focused on the entire employee journey. Since the institution is in a growth phase, a significant part of your work will involve recruitment. Together with the hiring manager, you are responsible for driving recruitment processes, attracting the right competence, and ensuring a positive candidate experience. Qualifications
To succeed in this role, we look for the following qualifications:
- A relevant academic degree (180 ECTS) in HR or a similar field.
- Experience in broad operational HR work.
- Good knowledge and current experience in labor law advisory.
- Experience with competence-based recruitment.
- Experience in providing managerial support on all HR-related matters.
- Good knowledge of labor environment legislation, systematic work environment management, and rehabilitation, with experience in managing these processes.

You thrive both independently and in collaboration with colleagues. The HR team at Bärby consists of one other HR Generalist, two workforce planners, and an HR Administrator. Through your professional approach, you build trust with those you interact with. You have a strong interest in the full range of HR issues and possess the ability to plan, structure, and prioritize tasks. Good pedagogical skills and clear communication adapted to the target audience are also essential.

Employment:
This is a permanent full-time position, starting with a six-month probationary period. Start date according to agreement.
