The recent security political development and Sweden's role as an ally in NATO place the Swedish Civil Contingencies Agency in a historically important context. The development of Sweden's civil defense and crisis preparedness is moving forward at a high pace, with the Swedish Civil Contingencies Agency as the leading, guiding, and coordinating authority in civil defense.

The Division for Operational Planning and Management plays a key role in this development, and the operations are characterized by further developing working methods to meet the demands of the changing world. The division has an operational staff that creates the prerequisites for joint operational work within the preparedness structure and civil defense.

To be better prepared, it is central to plan how different risks and vulnerabilities affecting society should be handled. With us, you will have the opportunity to play a crucial role in planning within civil defense.

Your responsibilities and tasks

You will be part of the team at the Planning Unit C5. As Planning Manager, responsible for the Agency's support to the military defense, your primary task will be to coordinate the planning of support for the Swedish Armed Forces' operational planning. You are also responsible for carrying out and coordinating the ongoing collaboration between authorities regarding the Swedish Armed Forces' operational planning.

The assignment involves extensive collaboration with the Swedish Armed Forces, other preparedness authorities, as well as internal functions within the Agency. The unit plays an important role in the Agency's operational activities, and as Planning Manager, you are expected to contribute to this as needed, with preparatory planning based on identified risks.

In your employment, you will also have the opportunity to contribute to the change work taking place at the Agency and within the division. It is therefore important that you thrive in an environment where working methods and products are continuously developed. The role of Planning Manager is new. This therefore requires both structurally holding together a business area and developing functional working methods.

Your knowledge and competencies

We are looking for you who have:

  • An academic degree that the employer assesses as relevant.
  • Experience of leading projects or work groups.
  • Experience in producing and presenting materials for decision-makers.
  • Knowledge of goals and directions for total defense and Swedish crisis preparedness.
  • Background in, or experience of collaboration with, the Swedish Armed Forces.
  • Very good ability to express yourself in speech and writing in Swedish and English.
  • At least five years of experience as a case officer in the public sector.

It is meritorious if you have:

  • Experience of planning tasks and methodological knowledge about planning.
  • Experience of method and process development.
  • Previous experience of working in a staff, preferably according to NATO structure.
  • Knowledge of Common Foundations – framework for leadership and collaboration.
  • Knowledge of NATO's Response System (NRS).

About the employment

We offer you a permanent full-time position starting with a probationary period.

Your place of work will be Stockholm. On-call duty may be included in the position and may involve working outside normal office hours. In the employment, you are expected to be able to travel both nationally and internationally. During periods, you may also serve at another location, primarily at the Agency's office in Karlstad.

The majority of our positions involve placement in a security classification. Swedish citizenship is usually required. In the event of placement in a security classification, a security check with register control will be carried out before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

About us

The Planning Unit C5 is responsible for national preparatory planning in prioritized areas in the event of peacetime crises, threat of war, and war. This includes planning and collaboration as support to the military defense. The unit is also responsible for the C5 function in the Agency's operational command system.

We have an activity-based office where you can choose your workplace according to your own needs. You may also have the opportunity to work remotely to some extent.
