About the client and the assignment:
Our client, Statens servicecenter (The State Service Center), is looking for an experienced and independent consultant who can take a holistic approach to the agency's administrative system landscape. You will play a central role in a strategically important assignment where the results directly impact how the agency is governed and operates moving forward.
This assignment is not about investigating for the sake of investigation – it is about delivering a concrete, actionable decision basis that the agency's management can actually act upon. You are expected to hit the ground running, quickly get up to speed with the operations, and drive the work forward with a high degree of independence.
What you will achieve in this role
You map and analyze the agency's current system landscape regarding planning, follow-up, and analysis.
You identify overlaps, inefficiencies, and system deficiencies that cost the agency time and resources.
You develop a clear target vision and concrete action proposals for a more cohesive and cost-effective system support.
You produce a high-quality decision basis that gives management the right prerequisites to make well-founded decisions.
You contribute to structured knowledge transfer to ensure results remain after the assignment ends.
Key responsibilities:
Conduct a current state analysis of administrative systems and system supply from operational, governance, and economic perspectives.
Lead workshops and interviews with multiple stakeholder groups, including senior leadership.
Analyze responsibilities, mandates, and organizational interfaces.
Translate complex analyses into clear recommendations and actionable proposals.
Ensure ongoing alignment, documentation, and quality throughout the assignment.
Required qualifications
At least 10 years of experience with administrative systems and business-oriented IT governance.
Documented experience with system reviews and consolidation in large organizations.
Experience from the public sector or politically governed operations.
Experience in analysis from operational, governance, and economic perspectives.
Experience leading or supporting complex change and transformation initiatives.
Experience in workshop facilitation and leading workshops with multiple stakeholder groups.
Accustomed to working with and communicating at the management level.
Good understanding of the interplay between business governance, processes, and system support.
Knowledge of investigation and evaluation methods.
Ability to take analysis all the way to concrete recommendations and decision bases.
Very good command of Swedish, both written and spoken.
Competence level 4 according to the National Audit Office's framework agreement (9–12+ years of experience).
Preferred qualifications
Experience from a government agency.
Knowledge of portfolio management and governance models.
Experience with system administration and management models.
Knowledge of economic models and business governance.
Experience analyzing technical debt and system rationalization.
Experience in change management in complex organizations.
Previous work close to the executive board or agency leadership.
Practical information
Start date: August 2026
Scope: Approximately 500 hours
Assignment period: August–December 2026, with final reporting in January 2027
Option: Possibility of extension by up to 6 months
Location: Stockholm or Gävle
