The position is located within the Health and Care Administration, which is one of eight administrations in Linköping Municipality. The Health and Care Administration is responsible for the municipality's elderly care, health care, regulatory authority functions, procurement of services, and provides care and services in-house. Your responsibilities

As a needs assessment officer, you will have an important role where you handle cases according to the Social Services Act. At the Regulatory Authority and Quality Department within the Health and Care Administration, you will investigate needs and make decisions regarding home help services and special housing. During the investigation, you will also provide information, advice, and support. Part of your work involves following up on the decisions that have been made.
The role of needs assessment officer also includes informing users about the support available in the municipality. We work according to IBIC (Individual Needs at the Center), a needs-oriented and systematic approach where the individual's needs and abilities are in focus. We work in area-based teams, and here you will have the opportunity to contribute to the development of elderly care.
Your workplace
The Health and Care Administration is responsible for the municipality's elderly care, health care, regulatory authority functions, procurement of services, and provides care and services in-house. Every year, we provide care and services to approximately 4,100 residents of Linköping, of whom about 1,350 live in special housing and about 2,800 receive home help services. To meet the increasing proportion of elderly people and rapid digital development, we are currently reviewing our organization. Our ability to change and adapt our way of working is crucial to ensuring continued good and relevant care.
The administration's regulatory authority function for needs assessment is divided into two units: the Central Unit and the West and East Unit. The Central Unit also includes the Discharge Team group and the Reception Team group. Resource coordinators are also located within the unit. In total, we are approximately 40 employees and three unit coordinators who help prioritize and distribute the work.
Our workplace is centrally located near Linköping Travel Centre at Hertig Karlsgatan 4. A move to Repslagaregatan 6 is planned for the spring of 2027.
Working hours are Monday to Friday, 8:00 AM to 5:00 PM, and we apply flexible working hour agreements.
You who apply
We are looking for you who have a degree in social work or a behavioral science degree, or alternatively another university education that the employer considers equivalent. You also need to have studied social law at the university level, as well as have experience of work or vocational training within regulatory authority functions.
It is meritorious if you have experience of needs assessment, work within elderly care, and working based on IBIC (Individual Needs at the Center). It is also meritorious to have experience working in the record systems Treserva and Cosmic Link.
You express yourself well in speech and writing in Swedish, which is important as you will work extensively with documentation and user contact. You need to have a B driving license.

You can also see the big picture and take responsibility for the larger perspective in your actions. Furthermore, you are self-reliant and take great responsibility for your tasks. You are secure and can maintain calm even in stressful situations. You have good cooperation skills and work well with both internal and external contacts. In your work, you meet people of varying ages who need support in their daily lives, and it is important that you can see situations from different perspectives and distinguish between the professional and the private.
