The Swedish Environmental Protection Agency works together with others to drive and coordinate efforts for a good living environment. With us, you will contribute to the important work of achieving our vision – to create a good living environment for humans and all other living things, now and for future generations!

Emissions of nitrogen oxides from combustion are a global environmental problem that also accelerates climate change, causes acid rain, and contributes to eutrophication. Thousands of people die prematurely each year in Sweden due to poor air quality, primarily caused by nitrogen dioxide and particles, resulting in significant costs for society.

To meet Sweden's national and international commitments to reduce air pollutant emissions, the environmental fee for nitrogen oxide emissions from energy production (the NOx fee) was introduced in 1992. This policy instrument aims to reduce nitrogen oxide emissions from the industrial sector. Today, the industrial sector accounts for 23% of Sweden's total nitrogen oxide emissions, and approximately half of these come from combustion installations covered by the nitrogen oxide fee.

We are now looking for a case officer who wants to work with implementing and developing the NOx fee system.

About the Air Unit

The Air Unit belongs to the Department of Climate and Air at the Swedish Environmental Protection Agency and works with the full spectrum of outdoor air issues – from analyzing trends and scenarios to monitoring and implementing Sweden's national and international commitments.

We implement and develop the nitrogen oxide fee. We create regulations and guidance to improve air quality and develop strategies and policy instruments to ensure Sweden meets its emission commitments. We drive policy development within the EU and UN, and produce and report emission and environmental monitoring data. Our work also covers issues such as environmental noise, implementation of the EU Methane Regulation, and monitoring of the environmental quality objectives Fresh Air, Natural Acidification, and Protective Ozone Layer.

Your Responsibilities

You will join a team that implements and develops the NOx fee system. The team works closely together in daily operations and collaborates with other parts of the agency.

The work primarily involves monitoring the procedures of fee-liable installations regarding the measurement, calculation, and reporting of NOx emissions and energy production. This is done by reviewing their reporting, performing control calculations, and conducting inspections at installations. The role also includes guiding operators in the technical and legal interpretation of the NOx fee system's regulations, meaning communication with fee-liable installations is a key task. The work also involves contributing to the development of the policy instrument and IT-related issues.

The job requires travel within Sweden for a few days per year, as inspections of installations are part of the work.

Your Qualifications

Requirements:

  • Relevant technical or scientific university or higher education degree.
  • At least two years of work experience with environmental issues.
  • Good proficiency in spoken and written Swedish and English.

Merits:

  • Competence in environmental, measurement, or combustion technology, flue gas cleaning technologies, and energy calculations.

We also value experience with the NOx fee system or industry experience from facilities covered by the NOx fee.

Personal Attributes

We are looking for someone who:

  • Plans, organizes, and prioritizes tasks effectively and works methodically.
  • Analyzes complex issues and can break down information into different components.
  • Collaborates well with others in a listening and flexible manner, shares knowledge, listens, and supports others.
  • Communicates clearly, articulately, and enthusiastically. Listens, is receptive to the counterpart, and adapts to different situations and target groups.

We place great emphasis on personal attributes.

About the Position

The position is a permanent full-time employment starting with a six-month probation period. The location is Stockholm or Östersund. Start date as soon as possible according to agreement. We offer individual salary setting.

Application Process

When you apply, you will answer a number of selection questions linked to the requirement profile in the advertisement. Your answers will be used as part of the selection process and may determine whether you proceed in the recruitment process. Therefore, it is important that you answer as thoroughly and clearly as possible. We do not use cover letters in the selection process, as we want to focus on your experience and competence, which contributes to a more efficient and fair recruitment process. In your application, please attach only your CV.
