Job Description

The County Administrative Board of Örebro has been designated as the responsible authority for the Middle Civil Area. This means the agency has assignments and tasks at both the regional and higher regional levels. Work at the higher regional level involves coordinating the civil defence within the Middle Civil Area, which consists of Dalarna County, Gävleborg County, Uppsala County, Södermanland County, Västmanland County, Örebro County, and Värmland County. The civil area shall, in consultation with the Swedish Armed Forces, work to coordinate civil and military defence to achieve the greatest possible defence effect.

At the regional level, the County Administrative Board works to coordinate actors within Örebro County. On the Society Department, we work for the county's sustainable development from both a social, environmental, and economic perspective. We do this within the areas of spatial planning, housing supply, cultural heritage management, social sustainability, as well as climate and energy. We also work for a secure society with good preparedness and resilience in the event of accidents, crises, and war.

We are now looking for two preparedness case officers: one preparedness case officer for the Middle Civil Area Secretariat and one preparedness case officer for the Society Protection and Preparedness unit on the Society Department.

Responsibilities

As a preparedness case officer within the civil area secretariat and the Society Protection and Preparedness unit, you will participate in preparatory planning and capability-enhancing work within the Middle Civil Area and Örebro County, respectively. This includes case processing, project management, planning, and driving and leading work and working groups in preparations for and during heightened readiness within civil defence. The assignment also includes tasks related to peacetime crises.

In your role, you will drive and plan work within the protection of the civilian population and civil protection, for example through the implementation of new legislation, preparatory planning, and development in both the civil area and Örebro County. You will also plan and develop work within communications and various command and control support systems.

The responsibilities include both internal and external collaboration in various working groups.

Qualifications

The following qualifications are required for the position:

  • Relevant university education or other education combined with experience deemed relevant by the employer for the tasks.
  • Experience of working with preparedness or total defence issues.
  • Experience of collaborating and cooperating with different preparedness actors at different levels.
  • Experience of working within the Act on Protection against Accidents and related legislation.
  • Knowledge and experience of Rakel (the national public safety radio network).
  • Knowledge of WIS and GIS.
  • Good knowledge of the Office package.
  • Good ability to express yourself in Swedish and English, both orally and in writing.
  • Driver's license for passenger car.

Additional qualifications include education in protection against accidents and experience of:

  • Working with civil defence and total defence at a County Administrative Board.
  • Developing working methods and processes.
  • Coordinating and collaborating with preparedness authorities and/or the Swedish Armed Forces.
  • Coordination within the protection of the civilian population and/or rescue services.
  • Staff work and crisis management.
  • Preparing decision-making materials and briefing documents.
  • Handling and producing information requiring protection.
  • Participating in the planning and execution of exercises.
  • Case processing in public administration with regard to public access to information and confidentiality.

Through your good cooperation skills, you contribute to a good community in the work group, and you are eager to build new relationships. You relate to your colleagues and those you collaborate with in a receptive and smooth manner with good communication skills.

To thrive and succeed in the role, you need good skills in coordinating and organizing, as well as driving your tasks forward. Furthermore, good skills in leading working groups are required. You take initiative and work structurally by planning and carrying out your work efficiently within given or self-set timeframes. You have good analytical skills and a broad perspective on issues. This means you understand the connections between areas and measures, the consequences of events, and long-term effects, and contribute with suggestions for solutions in collaboration. You also have good judgment.

Conditions

  • Interviews will take place during weeks 27 and 28.
  • Travel occurs in the position.
  • Swedish citizenship is required.
  • Security clearance will be conducted according to the Security Protection Act (2018:585).
  • Employment type: Permanent position starting with a 6-month probationary period.
  • Scope: Full-time.
  • Start date: According to agreement.
