The Municipal Executive Office leads, develops, and supports the municipality's overall organization and operations in accordance with current legislation and guidelines. Within our departments, we work with finance, HR, communication, citizen services, as well as planning and growth. The Workplace

Trelleborg Municipality has a centralized HR and payroll organization. We are one department but divided into two units – HR and Pay and Benefits. We are all gathered in centrally located premises, close to both the harbor and the train station. The Pay unit currently consists of ten employees who jointly take responsibility for performing and developing the unit's tasks.

We are now looking for a driven and strategic Management Strategist for our Pay unit. In this key role, which is new to us, you combine specialist knowledge in payroll with responsibility for process development and for managing our HR systems together with the HR Director. You will become a central function in creating efficient, legally secure, and digital working methods, particularly within payroll.

Responsibilities

You will work together with payroll specialists to ensure quality and compliance in the payroll process. The role involves developing and streamlining payroll processes together with other colleagues in the Pay unit, such as payroll runs, discrepancies, and controls. You are expected to provide specialist support in complex payroll and employment matters. Your tasks include coordinating and developing municipality-wide processes within employment and payroll, focusing on quality, efficiency, and compliance. You will work with colleagues to contribute to clearer routines, roles, and responsibilities in the area. The role also involves driving improvement work related to payroll administrative processes and adjacent HR processes together with colleagues across the entire HR department.

We prefer that you have experience working with labor law issues, as your role involves interpreting and applying collective agreements and legislation within the payroll field. Here, you will collaborate with the Management Strategist in HR.

You will translate operational needs into concrete improvements and drive change with a holistic perspective.

The role includes driving improvement and digitalization work, as well as initiating and leading development and change projects. Your responsibilities include certain system administration, integrations, and further development in collaboration with system administrators in the municipality's IT department.

You are expected to lead the implementation and upgrades of all systems for which the HR department is currently responsible. This also includes follow-up of agreements, invoices, and security work, as well as contributing to good functionality in our system support. You will collaborate with suppliers and weigh in risk and security perspectives. You will be part of an HR group responsible for the systems, where you and the HR Director hold the main responsibility.

You are also expected to ensure data quality and support for monitoring and analysis together with our HR Controller, as well as serve as the contact person for suppliers and IT.

Qualifications

A requirement is that you have a relevant university degree (e.g., Human Resources, Economics, Information Systems) or another direction that the employer deems relevant in combination with your experience.

You need to have several years of experience in qualified payroll and system work. Experience working with labor law and collective agreements in the public sector is meritorious. You need to have extensive experience with HR and/or payroll systems.

We prefer that you have experience with process management or business development, and preferably project management experience. The role is both operational and strategic.

Experience with digitalization and automation of HR processes is meritorious.

To succeed in the role, we see that you are analytical and structured. You see the big picture and connections between processes, systems, and operations. The role requires you to be development-oriented, i.e., driving improvement and change.

As a person, you are independent and proactive – you take responsibility and drive work forward. Your working style is methodical and data-driven.

You need to be a structured person who works independently, takes initiative, and achieves set goals. You are an analytical problem solver with the ability to build good and effective collaborative relationships both within and outside your specialist area. You are pedagogical and can adapt your communication for different purposes to convey your messages effectively. Very good knowledge of the Swedish language is required for this role.

You enjoy collaborating with others but can also work independently, taking ownership of systems and processes. Prioritizing and driving work forward is second nature to you.

You are expected to monitor the external environment and absorb news and trends within your area of responsibility, sharing them with colleagues so we can drive development forward.

A prerequisite for fulfilling the role is that you have a good understanding of digital and technical solutions and how they can be used to simplify and improve working methods.
