Do you want to contribute to a service-oriented and efficient building permit process?
We are currently seeking a Business Developer for a 12-month fixed-term contract to help strengthen our service-oriented public authority operations within the planning and building permit process. This position focuses specifically on developing working methods, supporting operations in the building permit process, and contributing to efficient and legally secure case management.
Here, you will work closely with both management and operations to ensure that our working methods and system support provide accessible, clear, and professional service to residents of Malmö, businesses, and other actors seeking building permits.
Responsibilities
As a Business Developer here, you will:
- Drive the development of working methods within the building permit process, focusing on quality, efficiency, and good service to municipal residents and businesses.
- Initiate, lead, and implement improvement initiatives that strengthen a service-oriented and legally secure public authority operation.
- Be responsible for developing working methods and managing the case management system NOVA, including procedures, structure, and user support.
- Identify development and improvement needs in handling processes and translate these into practical and sustainable solutions in collaboration with the operations team.
- Lead inclusive working methods, such as dialogues and workshops, to create consensus and anchoring with different functions within the administration during changes.
- Plan and implement development initiatives and smaller projects within building permits and case management, from needs assessment to implementation and follow-up.
- Ensure that the development work is based on citizens' needs and contributes to high accessibility, clarity, and quality in operations.
Qualifications
We are looking for someone who has:
- A relevant university degree in fields such as community planning, public administration, organization/leadership, service management, communication, or other education deemed equivalent by the employer.
- Experience working within the building permit process or other public authority operations in municipal activities.
- A good understanding of service-oriented public authority operations and a clear focus on the citizen.
- Experience working in or with a case management system, preferably NOVA.
- The ability to work systematically and translate needs into practical improvements in operations.
- Good communication skills and the ability to collaborate easily with various professional roles.
Qualifications that are considered an advantage:
- Experience with improvement work within building permits or community planning processes.
- Knowledge of municipal processes within the planning and building sector.
- Experience in service and customer handling towards municipal residents, businesses, or other external target groups.
- Experience working in operations with high demands for accessibility, clear communication, and service.
- Experience working with involvement and anchoring in change and development work, for example through dialogue, workshops, or operation-oriented working methods.

About the workplace
The Department of Architecture and Building Permits is one of the City Planning Administration's four departments and consists of five units: three building permit units, one administrative unit, and the housing adaptation unit. We are a department that handles building permits, technical notifications, and supervision according to the Planning and Building Act, as well as applications for housing adaptation according to the Housing Adaptation Allowance Act. The department's focus is on developing Malmö's urban construction from a sustainable and attractive perspective, and maintaining good and close cooperation with both clients and applicants.
The City Planning Administration is a dynamic and creative workplace, with premises in the center of Malmö. We have 210 employees and about 20 managers, distributed across four different departments. The City Planning Administration is an authority for planning, building, and land surveying issues. The administration works with comprehensive planning, detailed planning, land division, building permits, surveying, and mapping. The City Planning Administration works for the residents of Malmö, various actors in the construction market, and others active in Malmö.
