About the Role
If you are the person we are looking for, you will be placed at the Division of Law and Authority Governance within the City Management Administration. This division consists of four units: Law, City Council Office, Security and Preparedness, and Joint Guardianship. The City Management Administration offers support and services to other administrations in the City of Mölndal and drives development in areas such as administration, finance, law, procurement, IT, and HR. The administration has approximately 180 employees.
As Head Registrar, you will belong to the City Council Office unit. The City Council Office is responsible for the political case processing, information management, registration, and archives. The office also houses the City Archive and the City's Election Office, which is responsible for conducting general elections. The City Council Office currently consists of ten employees.

Responsibilities
The City Council Office is responsible, among other things, for administrative support to the Municipal Executive Board and the Municipal Council, the operations of the City Archive, and the management of central IT systems linked to the political case processing. The City Archive is the municipality's archive authority and is responsible for ensuring legally secure and long-term sustainable information management. The operation currently has a fully digital registry integrated with the city's electronic archive.
We are now looking for a Head Registrar to work in the role of Registrar for the Municipal Executive Board and its committees. You will work with managing and further developing the city's registry and case processing, as well as contributing to the development of IT support for these areas. Together with the City Council Office's system owner, you will drive the development of the case management system Ciceron, for which you are both system owners.
The position also includes working as an archive clerk with the release and care of documents in the City Archive, as well as acting as an archive reporter for the Municipal Executive Board. You will have an advisory and educational role towards the city's administrations and companies. You will manage and continue to develop the network of registrars for the city's administrations. In connection with elections and referendums, you will be part of the City's Election Office.
The role involves broad collaboration within the organization and suits you if you are communicative, service-oriented, and enjoy being in the midst of operations. This is also a position where the majority of the work takes place on-site.
Qualifications
You have a relevant post-secondary education in administration, archives, or public administration, or other education that we assess as equivalent. It is a requirement that you have experience working as a registrar and have post-secondary education. You are expected to have very good knowledge of registries and registration within municipal administration, as well as knowledge of administrative, public access, and secrecy legislation, the Archives Act, and the Data Protection Regulation (GDPR). Furthermore, you need to have good IT skills. You have experience working independently within your area of responsibility.
As a person, you are flexible, structured, meticulous, service-oriented, and enjoy driving development within your area of responsibility. You can prioritize among your tasks and are aware that your daily work is affected by incoming requests and the administration's need for registration. To thrive in the role, you need to have a strong interest in information management.
You enjoy having a central role and collaborating with others within and outside the administration, which requires that you have very good collaboration skills and are sensitive to others' needs.
Great importance will be attached to personal suitability.
