Scouterna (The Scout Association) and Västerås Municipality intend to initiate a long-term collaboration through an Idea-Driven Public Partnership (IOP). The goal is to strengthen children's and young people's opportunities for a meaningful leisure time. Together, we aim to increase the proportion of children and young people participating in organized leisure activities, with a special focus on the western districts of Västerås where the need is greatest. Through this project, we are developing new working methods and activities that contribute to increased community, safety, and hope for the future. The work is based on the Scout method, where learning by doing, participation, and community are central. The interventions include recurring leisure activities, camp operations, and the development of new forms of activity to reach more children and young people over time. This could include day scout camps, family outings, and evening activities. The project aims not only to create activities here and now but also to help more children, young people, and families find their way into association life and be given the opportunity to continue their engagement.
As Project Manager, you will play a central role in driving and developing this work. You will be responsible for the planning, implementation, and follow-up of the operations, working closely with both The Scout Association's organization and Västerås Municipality. The role involves translating overarching goals into concrete operations and ensuring that the interventions have an effect on the target group.
The assignment involves extensive collaboration with various actors. You will work closely with different departments within the municipality, such as culture, leisure, and school departments, schools, other local associations, and established scout troops. At the same time, you are expected to be proactive in creating new collaborations and, where necessary, contribute to establishing new operations and new forms of scouting in areas where such operations currently do not exist.
The focus of the project is to reach children and young people in the more vulnerable areas of Västerås and contribute to creating safe, inclusive, and meaningful contexts. The work involves both offering activities and building relationships, trust, and a long-term presence in the local community. You will lead staff for shorter periods during the implementation of activities.
The start is in autumn 2026, where the initial work involves conducting a preliminary study and target group analysis, establishing contact with all stakeholders, and building networks.
Conditions of Employment- Fixed-term employment starting October 1, 2026 – December 31, 2028
- You will be employed by The Scout Association's national office, with Västerås as the workplace, where your direct manager and colleagues are also based.
- We require you to present an extract from the police record of conviction, and to complete The Scout Association's "Safe Encounters" training.

We are looking for you who want to take an active role in developing operations that make a real difference for children and young people. You have experience driving projects from idea to implementation and follow-up, and are accustomed to working structured with both planning and evaluation in complex assignments.
You have a good understanding of how voluntary engagement works and thrive in an environment where different actors meet. You are motivated by working in collaboration and creating long-term results together with others.
We see that you have experience with:
- Project management and driving work from idea to implementation and follow-up
- Association life, preferably scouting or similar operations
- Economics, both in the form of planning and ongoing budget work
- Building networks and creating relationships with different types of actors
To succeed in the role, we believe you are:
- Structured and have good ability to plan and prioritize
- Self-initiating and proactive with the drive to get things done
- Relationship-building and secure in collaboration with different target groups
- Comfortable leading or working with children in various forms of activities
- Flexible and comfortable switching between strategic work and practical implementation
- Hold a B-driver's license
You have a strong commitment to the development of children and young people and are motivated by working in an assignment that contributes to a more equal and inclusive society. Through your way of working, you contribute to creating trust, building long-term collaborations, and developing operations that make a real difference.

We work in close collaboration with volunteers, which means that work also takes place in the evenings and on weekends.
