The Municipal Executive Office leads, develops, and supports the municipality's entire organization and operations in accordance with current legislation and guidelines. Within our departments, we work with finance, HR, communication, citizen services, as well as planning and growth. The Workplace

In Trelleborg Municipality, we have a centralized HR and payroll organization. We are one department but are divided into two units – HR and Pay and Benefits. We are all gathered in centrally located premises, close to both the harbor and the train station. The Pay unit currently consists of ten employees who together take joint responsibility for performing and developing the unit's tasks.

We are now looking for a driven and meticulous Pay Specialist who wants to help develop our payroll function.

The Pay unit in Trelleborg Municipality supports the organization to make it "easy to do the right thing" in payroll work. We achieve this by working consultatively and supporting managers through all different stages of the payroll process, including employment matters, schedule support, payroll events, payroll calculations, payroll checks, AGI (Swedish payroll reporting), and reconciliation of payroll-related costs, etc.

Responsibilities

In this role, you will work broadly within the payroll area and contribute to ensuring a well-functioning payroll process. You will collaborate continuously with both HR and Finance and serve as a support in payroll-related questions. Here, you will have the opportunity to use your analytical skills in a job where you handle details while contributing to the bigger picture. You are someone who takes responsibility for your work, has a solution-focused mindset, and feels confident working within regulatory frameworks.

You will drive improvement projects and contribute to increased efficiency in our processes to create an efficient and modern payroll management system that supports operations throughout the municipality.

As a Pay Specialist, your daily work includes tasks such as registering employment, monitoring and alert lists, absence administration, payroll processing, checking payroll data, debts, and additions/deductions, as well as other tasks within payroll administration.

The role also involves working with our payroll system. In addition to payroll processing, it includes certain aspects of system administration. This means you need to collaborate closely with your colleagues in the payroll group as well as the system administrator in IT. The system task involves daily operation and administration of the payroll system, managing permissions in the payroll system, updating guides and procedures to ensure our processes are current and efficient. It may also include troubleshooting and checks in the payroll system, providing training when necessary, and working on improvement processes.

Qualifications

University or higher vocational education as a Pay Specialist/Pay Consultant, or experience/qualifications that the employer deems equivalent. We would like you to have recent experience with payroll administration and advanced system experience, such as superuser or system administrator.

It is meritorious if you have a background in system administration regarding payroll. It is desirable that you have experience working with municipal collective agreements and payroll processes. In this role, it is important that you have excellent verbal and written communication skills in Swedish. You also need to have very good computer literacy.

Since payroll work often involves interpretations of a labor law nature, we would like you to have experience and knowledge within labor law. It is meritorious if you have experience in personnel work within the public sector and are familiar with its regulations.

The assignment involves significant work with our payroll system, which requires experience with HRM systems and very good knowledge of the Office package. You need to have experience working in an IT environment and be accustomed to working with multiple programs simultaneously. We would like you to have support experience where you have answered questions via phone and email. Experience with Heroma is meritorious.

We expect you to be pedagogical and clear in your communication. You enjoy providing good service and appreciate collaborating with others. The work is characterized by periods of high tempo and varying tasks, which requires good concentration, structure, and the ability to handle several cases in parallel. You work meticulously and pay attention to details and anomalies.

You are meticulous with high integrity and have the ability to work independently as well as handle several parallel work tasks. You need to be flexible and able to adapt to changed needs and circumstances.
