We are looking for a coordinating environmental specialist for an assignment with Trafikverket (The Swedish Transport Administration). The assignment can be performed mostly remotely, but physical presence may be required on occasional occasions at one of the offices in Umeå, Sundsvall, or Östersund for meetings. Travel may also be required, primarily within Västerbotten, Västernorrland, and Jämtland counties, averaging 1–2 times per month.

This is a consulting assignment on a full-time basis.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork skills.

The Assignment and Responsibilities

The assignment consists of the following:

• Resource consultant as a coordinating environmental specialist within the Investment business area, Technology and Environment department.
• The assignment involves coordinating various types of environmental issues in several road and railway projects within the Investment and Major Projects business areas. The current projects are primarily located in the Northern region, but work in projects in other regions may also become relevant.

The assignment involves coordinating, planning, driving, and following up on the projects' environmental work to ensure project progress – from the planning phase to the completion phase. The coordinating environmental specialist seeks help from environmental specialists in various subject areas as needed.

Main responsibilities for the environmental specialist include:

• Being an expert and contributing to ensuring that projects follow Trafikverket's management system within the knowledge area, while continuously working for continuous improvement.
• Guiding project organizations in the application of internal working methods, routines, instructions, method descriptions, templates, and tools.
• Providing advice and instructions for problem-solving within their knowledge area, as well as support and advice to project organizations.
• Supporting projects by checking that documents and documentation meet environmental legislation and internal environmental requirements and decisions.
• Participating in consulting and contracting procurements in all stages, providing support in the preparation of task descriptions, specifications, scope assessments, etc.
• Preparing documents and driving and consulting on permit cases, notification cases, and dispensations.
• Supporting project managers in contacts with authorities and other external stakeholders.
• Supporting project management in the preparation of changes and additional works (ÄTA).
• Participating in the review of handover documents and management data prior to handover.

Requirements (OBS, mandatory)

University or college education, at least 180 credits, in the environmental field or equivalent as assessed by us. At least 5 years of current professional experience in the environmental field by having performed several assignments as an environmental specialist or equivalent. The assignments must have included the coordination of environmental issues in societal construction projects regarding planning, design, and/or construction. The consultant's participation in the assignments must not be older than 10 years from the tender date.

The offered resource must have broad general competence in Swedish environmental legislation (the Environmental Code and associated environmental legislation) and experience working with environmental permits, dispensations, and similar. The offered resource must have a structured and analytical working approach, be receptive, have good teamwork skills, and communication skills. A driver's license is required.

Merits

For the client, it is an added value to have experience as an Environmental Specialist in projects whose main purpose is to plan and build state or municipal roads and/or railways.

For the client, it is an added value if the consultant has experience in quality-assuring environmental requirements during the construction phase.
