The HR department consists of two units: the HR Unit and the Staffing Unit. The HR Unit employs four HR strategists, three payroll administrators, one staffing controller, and the HR manager. The Staffing Unit includes a unit manager, five administrative staff, and a team of resource pool employees working in various operations. Our current staffing controller has chosen to move on to new challenges, and therefore we are now looking for you who feel an extra passion for this specific work.

Job Description

As a staffing controller, you will actively manage and contribute to efficient staffing with a holistic perspective. You are responsible for developing, analyzing, and following up on personnel-related key figures (e.g., sick leave, staff turnover, overtime, and costs), identifying trends and deviations, and proposing measures for more efficient and sustainable staffing. You provide management groups and political bodies with relevant and quality-assured statistics, and clearly explain costs and correlations in a pedagogical manner. You are also responsible for the municipality's staffing process regarding resource allocation and scheduling to ensure the operations have the right competence in the right place at the right time. Through your supportive approach to the municipality's staffing process, you create security for our managers and other stakeholders. It is a given for you that this work is conducted in accordance with applicable legislation and agreements. The role also includes monitoring the external environment and networking with other municipalities.

Qualifications

We are looking for you with a relevant university education or other education that the employer considers equivalent. To succeed in the role of staffing controller, you have:

• experience in analytical work based on key figures, personnel, and staffing economics
• experience in resource planning and scheduling
• knowledge of the Working Hours Act (1982:673) and experience in interpreting agreement texts.

Furthermore, we prefer that you have previous experience of similar work within the public sector and experience working in the personnel system Heroma. To thrive in the role of staffing controller, it is important that you work towards set goals with consideration for the bigger picture. At the same time, you take responsibility for driving your work forward, achieving success through an organized and structured approach.
