Administrative Lawyer at the Elderly Administration

The Elderly Administration is responsible for citywide issues regarding elderly care, as well as coordinating, developing, and following up on elderly care in the city in dialogue with the district committees.
By 2050, the number of Stockholm residents over 65 will have doubled compared to today. The quality of elderly care must improve, more nursing homes need to be built, the opportunities of digitalization must be utilized, and the workforce must grow and become more skilled. Much of this is coordinated and led by the Elderly Administration, the City of Stockholm's administrative authority for elderly care.

You will switch between quick advisory questions and more complex investigations, in a varied everyday life where you need to understand the needs of the operation and contribute with clear, well-balanced legal solutions.

The Administrative Department works across the administration to provide support and develop processes within HR, finance, operational planning, committees, legal matters, procurement and purchasing, registration and archives, premises issues, and administrative tasks. From September 1, the department will consist of two units, the HR and Secretariat unit and the Finance and Purchasing unit. In this role, you will belong to the HR and Secretariat unit with five dedicated employees with assignments in the areas of HR, committees, registration, legal matters, premises, and administration.
Your Role
As an administrative lawyer, you will work both strategically and operationally, supporting all areas of the administration. The legal issues primarily relate to the Freedom of Information and Secrecy Act, the Administrative Procedure Act, the Local Government Act, the Social Services Act, the Public Procurement Act, and the Act on Freedom of Choice Systems. The work is independent and requires the ability to drive the work forward and prioritize needs. Your everyday life is a mix of quick questions and more extensive investigations and disputes. From support in the release of public documents and secrecy assessments to support in decisions to approve suppliers in the freedom of choice system, opinions to the court, etc. You will collaborate with the legal department of the City Management Office during negotiations in general courts and in cases where you need to consult and anchor your legal advice.
Examples of Tasks
- legal investigations and advice related to the administration's operations
- participate in the development of governing documents, guidelines, and procedures
- be involved in cases tried in administrative courts
- gather, analyze, and assess materials and write documents for decisions
- collaborate with units from a legal perspective in procurements and contracts
- review and write your own service statements to the committee
- support case officers handling a functional mailbox with inquiries related to individual cases
- support case officers upon requests for public documents and secrecy assessments.
Your Competence and Experience
We are looking for someone who has:
- a law degree/juris doctor
- several years of experience working as a lawyer in a consultative and advisory role
- several years of experience in qualified legal work within municipal or other public operations, alternatively in a role where you have worked closely with the public sector and thus acquired equivalent knowledge
- good knowledge of legislation within public administration (Administrative Procedure Act, Local Government Act, Freedom of Information and Secrecy Act), application, and practice
- very good ability to express yourself well in Swedish in both speech and writing.
It is advantageous if you have knowledge and experience of:
- the Social Services Act (SoL)
- the Act on Freedom of Choice Systems (LOV)
- the Public Procurement Act (LOU)
- experience in administrative courts or general courts.

At the same time, you are flexible and can quickly reprioritize when conditions change, and you thrive in a role where the pace shifts between quick questions and more extensive investigations. You are curious and solution-oriented, with the ability to understand the needs of the operation and provide clear, relevant, and operationally adapted legal advice – both in daily work and in more complex, strategic matters. You are confident in your professional role, make independent and well-balanced assessments, and inspire trust through a clear, professional, and pedagogical approach. You have the ability to take a step back, see the bigger picture, and contribute with a strategic perspective. We will place great emphasis on personal suitability, engagement, and motivation for the position.
