About the Purchasing and Procurement Unit
The position is located within the Purchasing and Procurement Unit, which is part of the City Management Administration and is included in the Department of Economy and Business Management. The department has about forty employees, and the Purchasing and Procurement Unit consists of 15 dedicated and skilled employees.
Purchasing occurs in all city operations, and the Purchasing and Procurement Unit has a supportive and guiding role in the city’s purchasing work. We carry out procurements throughout the procurement process, analyze and continuously monitor the city’s contract compliance and purchasing patterns to identify new areas for development.

What Does the Job Entail?
The Purchasing and Procurement Unit is in an expansive phase where an already strong team will be strengthened with a procurement officer who can conduct procurements in several areas.
With us, you will have the opportunity to influence, develop, and drive change together with competent colleagues who are in the process of implementing a category-based working method.
As a procurement officer, you will support all city operations in purchasing and procurement issues primarily within the category of goods and services. Effectively and safely leading a project group and creating clear and proportionate procurement documents will be part of your daily routine and will be key characteristics for this position. The complexity of the procurement projects will vary, requiring you to be proactive and structured in your consultative approach. You will work from guiding documents and use process support and templates in your daily work.
Who Are We Looking For?
We are looking for someone who has:
- Relevant higher education in economics, law, or equivalent post-secondary education (vocational training in purchasing).
- Good understanding of public procurement and practical application of relevant legislation, especially within LOU.
- Experience in procurement in the public sector and has independently conducted several procurements through various procedures.
- Conducted procurements in project form where you have had a project leadership role and been responsible for driving the procurement forward while ensuring that set timelines are met.
- Good knowledge of political operations and their structures and processes.
- Good skills in the Office suite.
- Excellent ability to express yourself well in speech and writing in Swedish.

You drive processes forward in a methodical and structured way and thrive in an environment that is constantly evolving. You are pragmatic and solution-oriented, with the ability to see the big picture and make well-considered decisions. The role also requires a high sense of service, excellent collaboration skills, and confidence in building and maintaining relationships and networks. Financial awareness, accountability, and good judgment are important, as well as the ability to work effectively towards clear deadlines.
