Development Leaders for the Authority Practice and Law Unit

We are now looking for two development leaders for the Authority Practice and Law unit at the School Administration.

For one position, we are seeking a special educator, and for the other, we are looking for someone with leadership experience in school operations. Essentially, the job responsibilities are the same for both positions, but with different focuses based on background and expertise. The group of development leaders in the unit consists of various professions to achieve a better overall perspective and cover more areas both in terms of knowledge and experience.

About Us - Authority Practice and Law Unit

One of the unit's main tasks is to provide support and advice on legal issues to school leaders and the central administration, investigate complaints, and act as support in supervision matters. Another main task of the unit is to be responsible for authority practices, such as school placements, admissions to adapted primary schools, additional funding for students in independent schools, and operational support for the municipality's resource schools. The unit consists of several development leaders, case officers, and lawyers who work together for a legally secure authority practice. We are located in our activity-based offices at Gamlestads Torg 5.

Job Responsibilities

Are you a special educator, principal, or educator with specific knowledge in school law? Do you want to be part of a team where legal perspective, collaboration, responsiveness, and student focus are key principles? Then you are the one we are looking for.

You will primarily work to provide advice and support in school legal matters, which includes:

• Assisting principals and education managers with advice and support in cases from the School Inspectorate, BEO, DO, IVO, and JO
• Conducting investigations and contributing a school legal perspective in other types of investigations
• Receiving and investigating incoming complaints, whistleblowing, deviations, and reports of misconduct
• Conducting training for teachers and principals
• Leading or participating in process development and development projects
• Developing routines and guidelines for administrative common processes
• Participating in the follow-up and analysis of the unit's area of responsibility to develop education in the city's schools

In the role of development leader, you will work closely with other development leaders, case officers, and lawyers in the unit. You will receive assignments both as a generalist and have the opportunity to specialize in specific areas. The role of development leader also includes environmental monitoring and collaboration with units and departments within the School Administration, other administrations, municipalities, or organizations.

Qualifications

We are looking for someone with a university degree in pedagogy, preferably with a focus on special education or school leadership, or an equivalent university education deemed relevant for the position by the employer.

You need to have experience leading process development or development projects and conducting investigations with a school legal perspective. You should also be able to perform analyses, independently produce investigations, reports, and handle cases for supervisory authorities.

Furthermore, you need to have:

• Knowledge of the Education Act, other school regulations, and the structure, governance, and responsibility system of the Swedish school system
• Work experience at the principal level or from an authority within the school sector
• Experience in strategic and overarching work in complex organizations and collaboration with various stakeholders and professional groups

As a person, you communicate information and ideas clearly both verbally and in writing. You ensure that your message is conveyed. You adapt your communication to the recipient, target group, and situation. For the position, it is required that you work well with others by listening, showing interest, and respect. You have a good understanding of how individuals absorb knowledge and their different conditions. Furthermore, you can see your work as part of a larger context and understand how it affects and is affected by other parts of the organization.
