We are looking for a highly experienced and driven requirements analyst with strong process competence for two parallel initiatives in a government environment.

The first initiative involves further developing and broadening an internal AI support, where an ongoing pilot (based on open source) is complemented by a feasibility study that maps and prioritizes the need for AI support in the organization. The second initiative is to develop a new, modern case management system where the starting point is “process first, then technology,” aiming to reduce lead times and break down silos.

Both initiatives involve handling sensitive personal data, confidentiality, and/or supervisory data, which means high demands on information security, authorization, logging, data protection, and traceability.

• Lead needs and requirements work from analysis and feasibility study to procurement, implementation, and verification.
• Plan and conduct requirements gathering through workshops, interviews (including in-depth interviews), and document studies.
• Document, structure, and manage business requirements and IT requirements, breaking them down into functional and non-functional requirements.
• Establish requirements structure and governance: prioritization, traceability, change management, decision log, and requirements ownership.
• Develop formal requirement specifications for procurement and backlog/requirement register for internal work and implementation.
• Develop acceptance criteria and ensure test/requirement traceability for procurement requirements.
• Act as a bridge between the business and IT, actively challenging working methods to eliminate time thieves and streamline processes.
• For the AI support: drive feasibility study to map, analyze, and prioritize AI use cases and transform lessons learned from the pilot into decision and requirement basis.
• For the AI support: ensure requirements related to information security and data protection, such as access/authorization, logging, traceability, archiving, incident requirements, and data storage.
• For the AI support: contribute to procurement documentation (e.g., RFI/RFP/ordering) and support in evaluation.
• For the case management system: lead end-to-end process mapping (current state/target state), identify bottlenecks and root causes, and develop target processes.
• For the case management system: package requirement catalog/requirement specification and ensure traceability from requirements to acceptance criteria/test and follow-up during implementation.

• At least 9 years of documented experience as a requirements analyst/requirements setter in IT-related projects.
• Experience with requirements work in procurement projects, including the development of functional and non-functional requirements.
• Documented experience in process mapping and streamlining to improve and standardize end-to-end.
• Experience with feasibility studies, business analysis, and development of requirement specifications/system requirements.
• Ability to plan and lead workshops and interviews and drive deliveries.
• Knowledge of established modeling techniques for process/concept/information modeling (e.g., BPMN/UML or equivalent).
• Knowledge of public procurement as well as information security and personal data processing in a government context.
• Experience in developing acceptance criteria and test/requirement traceability for procurement requirements.
• Very good Swedish and English in speech and writing.

• Experience with requirements work related to case management systems.
• Experience in identifying and visualizing moments suitable for system support, automation, or AI to achieve measurably shorter lead times.
