Who are we?

At the safety and security department, we are ten people who together provide strategic and operational support to all municipal operations in matters concerning security, civil preparedness, crime prevention, and safety-promoting work, welfare crimes, and insurance.

Together, we contribute to making a difference and create conditions for Norrköping Municipality to meet the demands and expectations that exist for our areas of responsibility.

A deteriorating security situation places increasing demands on the municipality's work with safety. The municipal board has the ultimate responsibility for the overall safety and security work in the municipality. The safety work at the municipality requires that the department develops in line with new demands and conditions and ensures that our strategies are adapted to today’s global situation. The working group has a clear focus on making the importance of security thinking and a well-functioning safety work accessible and clear throughout the municipality.

The staff at the Safety and Security Department work in an open and positive environment with a high degree of job satisfaction and community. Our areas of responsibility are highly relevant, which is why the position also has high delivery requirements. One of the main tasks is to function as support, and we have a functional responsibility in the municipality's operations and companies within our areas of work. In your work, you will have both support and a sounding board from both your manager and colleagues.

We are now looking for a security strategist who wants to continue our joint efforts to develop the municipality's work in the field of safety and security.

Your tasks

As a strategist, you will work on developing the municipality's safety work. The assignment requires a high degree of personal responsibility characterized by collaboration both within the municipality and with external parties, such as our municipal-owned companies, other authorities, civil society, and the local business community.

You will lead long-term planning and formulate goals within your areas of responsibility. You will follow up on incidents and develop the municipality's security analyses, continuity work, and establish structures for the municipality's safety and security organization.

You are expected to monitor societal developments, analyze new criminal phenomena and new legislation, and constantly assess how this affects Norrköping Municipality.

Together with colleagues in the department, you will both conduct and participate in training and exercises, both within the municipality and together with other actors, both internally and externally.

In the long term, you may function as the municipality's representative in regional and national networks.

Who are you?

We are looking for someone with an academic degree in, for example, behavioral science, social science, political science, risk management with a focus on community safety. Alternatively, you have another education or relevant work experience that the employer deems equivalent.

To succeed in the role, we would like you to have several years of work experience in the field. We prefer that you have experience working in public operations and have the ability to drive and gain support for complex issues.

We are looking for someone who is proactive, results-oriented, and enjoys collaborating with others. You have a high communicative ability and experience as a coordinator, strategist, or meeting leader to create engagement in others.

We place great importance on your personal qualities, where being outgoing, analytical, and pedagogical skills are particularly desirable. You enjoy working in a team but also working independently with focus and drive. You find it easy to collaborate with others and are eager to initiate new professional relationships and networks both within and outside the municipal organization.

It is advantageous if you have experience in:

• strategic work, governance
• follow-up
• investigations
• security work such as physical security, personnel security, personal safety, or information security
• working in a politically governed organization

You have good knowledge of the Swedish language and the ability to express yourself well in speech and writing. If you also have good knowledge of Norrköping, it will facilitate your work.

The position is classified in a security class, which means that employment will be preceded by a security review under the Security Protection Act. The position may involve standby duty in the function of duty officer (TiB).

Furthermore, it is a requirement that you hold a B driver's license.
