Your Responsibilities

The municipality's civil preparedness is rapidly developing. A good basic structure has been created, with governing documents and routines for planning and capability enhancement. The work is now being broadened, and all municipal administrations are working to meet prioritized threat scenarios. The municipality's capability must be enhanced both in the short and long term.

We are now looking for an emergency coordinator for the Health and Care Administration. In the role of emergency coordinator, you have a central position in leading, directing, coordinating, and developing the work with crisis preparedness, robustness, and civil defense within the administration. You work to strengthen the administration's preparedness to maintain essential services even during extraordinary events and heightened readiness. In addition to collaboration within the municipality, you also collaborate with other critical actors in Linköping.

You work to identify, minimize, and prevent risks within the Health and Care Administration's area of responsibility. The role involves operational, tactical, and strategic tasks. You contribute knowledge in exercises and act and follow up during real events.

You also work to ensure continuity and crisis plans, administration-specific routines, and governing documents based on the principles of proximity, similarity, and responsibility. The work also involves monitoring the environment where you keep track of legal requirements and stay updated on the situation locally, nationally, and internationally. You contribute to preventing, resisting, and managing crises within the administration and in collaboration with other administrations within the municipality and in cooperation with external parties, such as the County Administrative Board and the Rescue Service.

Your Workplace

The assignment as an emergency coordinator is placed in the Unit for Facilities, Security, and Preparedness within the Department of Planning and Development at the Health and Care Administration. The administration you belong to organizationally will have overall responsibility for authority exercise, planning, ordering, execution, and follow-up.

The workplace is centrally located, and working hours are scheduled during the day from Monday to Friday with flexible working hours. Depending on the nature of the tasks, opportunities for remote work are offered.

Who We Are Looking For

We are looking for someone with a university degree in a relevant field, such as civil security, crisis preparedness, or total defense. You have experience working with preparedness and security. We also see that you have experience working with overarching plans and strategies, such as continuity plans. You have experience in risk assessments and good knowledge of governance and legislation in the area of total defense.

It is considered an advantage if you have experience working with preparedness and security in the public sector, or if you have good knowledge of working within public administration and in a politically governed organization. If you have worked with cybersecurity and information security, that is also an advantage. We also see it as advantageous if you have experience in project management, investigation, and analytical work. If you have specifically worked with risk and vulnerability analyses (RVA), that is also considered an advantage.

The position involves working to establish plans and strategies, so it is a requirement that you have good knowledge of Swedish in both spoken and written form. A driving license (B) is required as the position involves travel within the municipality.

We are looking for someone who is clear, strategic, and analytical. You communicate clearly and ensure that messages are conveyed. You think strategically, have a broad perspective on issues, and have the ability to see the long-term significance of matters. You have the ability to break down complex problems and work result-oriented, even when conditions change. You are also interested in social issues and see the importance of the parts for a functioning whole.

Some of our tasks are placed in a security class, which means that a security clearance with a background check according to the Security Protection Act (2018:585) may be conducted before a hiring decision is made.
