The Culture and Community Development Administration has a broad operational area, with many important functions in the municipality, including planning, building permits, GIS mapping and measurement, land and exploitation, growth, project management, environmental strategy, libraries, cultural schools, associations, events, local maintenance, and outdoor environments (Street Park).

JOB RESPONSIBILITIES

As the unit manager for the community building unit/city architect in Örkelljunga, you will drive community building projects from idea to reality, lead engaged employees, and implement the municipality's comprehensive plans in practice. The role involves complex projects in a politically governed organization with great opportunities to influence the sustainable community of the future.

The assignment involves a combined responsibility where the managerial and supervisory role is paramount to the professional role as city architect. As a manager, you are responsible for leading, developing, and coordinating the planning and building activities as well as the mapping and GIS function. The role means that you, independently and in close dialogue with the head of administration, contribute to creating good conditions for the municipality's long-term development. As a city architect, you will be a key person in the municipality's long-term development. You will drive issues related to architecture, design, and sustainable urban development and ensure that the municipality develops with quality, a holistic perspective, and a future focus.

In your dual role as unit manager and city architect, you are expected to work both strategically and operationally. You need to be able to reconcile a holistic perspective with the ability to translate plans into concrete actions. A solution-oriented approach is crucial to drive development forward and meet the municipality's needs in a constructive and sustainable way.

You report directly to the head of the Culture and Community Development Administration and are part of the administration's strategic management. The role also involves close collaboration within a broad community development organization, where planning and building issues are integrated with land and exploitation, growth and environmental strategy, culture, associations, and the municipality's other activities.

Together with your employees, you will drive community building processes from idea to finished plan, focusing on detailed planning and overall planning according to the Planning and Building Act and other relevant legislation. The work is based on the municipality's new comprehensive plan, with a particular focus on the projects Origio and Hjälmsjöro.

In the role, you will also:

  • be responsible for workplace and personnel issues within the unit
  • ensure that the Planning and Building Act and other relevant legislation are followed
  • collaborate closely with internal operations, external actors, and politics.

QUALIFICATIONS

We are looking for an architect, preferably with experience as a city architect, for a position that requires a solution-oriented, creative, and pragmatic approach with a clear focus on implementation and citizen benefit. You are structured, results-oriented, and thrive in a politically governed organization. You can explain and anchor decisions in a pedagogical way in various forums and always have the citizen's perspective in focus. For the role, you have:

  • a university or college degree in architecture, urban planning, or equivalent
  • experience in urban development and planning issues within public operations
  • experience in project management and driving complex assignments
  • good knowledge of relevant legislation required to support building permit and planning activities.
  • communicative leadership characterized by clarity, transparency, and trust
  • good knowledge of workplace and personnel issues.

Meritorious are:

  • experience as a manager
  • experience in municipal planning
  • experience with Geosecma for ArcGIS (you will be developing plans in this environment) and the Adobe suite.
