Description of the project and the unit
The County Administrative Board of Västernorrland is one of many Swedish authorities that are part of Sweden's support to Ukraine.
Together with the County Administrative Board of Värmland, we have a collaboration with the Zaporizhzhia region in Ukraine. The collaboration covers several different areas, where mutual learning regarding civil defense and utilizing Ukraine's experiences since the full-scale Russian invasion is a focus area. Other areas of cooperation include energy issues, health care, and education. We are now looking for a project manager to drive and further develop the collaboration with Zaporizhzhia. The project manager position will be filled on the condition that the County Administrative Board receives a mandate to develop the collaboration.
The position is placed in the unit for Civil Protection and Preparedness at the County Administrative Board of Västernorrland. However, the work will have many contact points with other units at the County Administrative Board, other actors in the county, as well as actors in Värmland County, including the County Administrative Board.
Your immediate supervisor will be the head of the Civil Protection and Preparedness unit, but reporting and accounting may also occur directly to the governor in either of the two counties.
Your placement will be at the County Administrative Board of Västernorrland, but work at the County Administrative Board of Värmland may also become relevant - the extent will be governed by the needs of the project.
The employment is a fixed-term employment (state temporary employment) until December 31, 2027. Start date as soon as possible by agreement.
Your tasks
In this project manager role, you will have a broad palette of tasks, such as:
- Responsible for driving and following up the trilateral cooperation project between the County Administrative Boards of Värmland and Västernorrland and the Zaporizhzhia region in Ukraine.
- Within the framework of the overall project, support the initiation and then coordinate cooperation between public, private, and civil society actors in the two counties and counterparts in Ukraine.
- Practical arrangements regarding physical and digital workshops, conferences, and meetings in both Sweden and Ukraine.
- Contacts with the Government Offices for follow-up of the cooperation.
- Contacts with the Ministry of Foreign Affairs and the Ukrainian embassy in Sweden, for example for meeting, travel, and security arrangements.
- Contacts with the Swedish Civil Contingencies Agency (formerly MSB) and other national authorities, for example for coordination with other support to Ukraine.
You are expected to continuously relay knowledge and experiences from the project to the County Administrative Boards' capability development regarding crisis preparedness and total defense.
Under the personnel responsible manager, you will have your own budget responsibility for the project.
Your qualifications
For this position, we are looking for the following:
Education
We are looking for someone with an academic degree in social or natural sciences - for example, political science, development studies, peace and conflict studies, international crisis and conflict management, risk and crisis management, urban planning, or other education that the employer deems equivalent.
It is an advantage if you have project management training, completed HEAT training, current training in first aid and CPR, or training in gender equality, democracy, and human rights.
Knowledge and experience
You have experience in project management within social development, international development work, or similar areas. You have worked in the public sector and have at least 5 years of relevant work experience.
The following experiences are meritorious for the current position:
- previous work at a county administrative board or authority with international operations or assignments.
- experience of studies or work in Ukraine, especially since February 2022, or other parts of Eastern Europe, alternatively experience of work in conflict or post-conflict contexts.
- very good knowledge of or work with EU integration, democracy, gender equality issues, or human rights.
- work with crisis preparedness and civil defense.
- Driving license B.
We expect you to have a high level of security awareness.
The position requires very good knowledge of both Swedish and English. Knowledge of Ukrainian is an advantage.
