Your New Workplace
In the Individual and Labor Market Administration, we include Individual and Family Care, labor market, and adult education.
The administration consists of four operational areas, and within the areas of Children, Youth, and Family as well as Substance Abuse and Mental Health, we are now looking for two method and quality developers.
Since July 2025, we have a new social services act that has replaced the old law from 1980. Within the scope of social services, an exciting and important transition work is currently underway, which overall means making social services more adapted to today's society. The new law imposes higher demands on preventive and knowledge-based work, accessibility, and planning of social services interventions. Additionally, the new law strengthens the perspective of children's rights.
As a method and quality developer, you will play a central role in the operational area's and administration's transition work related to the intentions of the new social services act, where work with quality and operational development is central. You will be an important support function in the ongoing transition, where follow-up, analysis, and development work together with other functions such as management groups, unit managers, and employees will contribute to effective interventions for our target groups, as well as ensuring that political goals are met.

Your Contribution as a Quality and Method Developer
In this role, you will not only produce materials but also analyze results, draw conclusions, and formulate concrete action proposals that can be implemented in the operations and serve as a basis for decisions at both operational and political levels.
The work requires a professional understanding of what quality in social services means and demands good knowledge of applicable legislation, regulations, and other governing documents. The role requires the ability to translate these requirements into systematic quality and follow-up work and to make priorities that contribute to a long-term sustainable and effective social service.
Your Main Responsibilities Will Include:
- Participating in leading and driving the ongoing transition work within social services with a particular focus on Children and Youth and Adults.
- Quality follow-up of operations
- Processing, analyzing, and summarizing statistics, reports, or similar within the quality area
- Planning and conducting development dialogues with both users and colleagues in the operations
- Representing the operational area in development assignments, e.g., digitization
- Monitoring the social services area
- Producing statistics, materials, writing reports, summaries
Your Competence and Experience
We are looking for someone with a degree in social work or another higher education degree that the employer assesses as relevant for the task.
- You have broad knowledge of legal requirements, regulations, and guidelines within the social services area.
- Experience working within the social services operational area
- Experience in quality work
- Experience in writing reports, investigations, and similar
- You have good pedagogical skills, can inspire and engage, and are used to being a presenter in various contexts
- You have excellent ability to express yourself in speech and writing
- High digital competence, as well as the ability to independently familiarize yourself with and use various digital tools
It is advantageous if you have experience in driving development and change processes in larger organizations and relevant further education at the university level.
To succeed in this assignment, your personal qualities are very important, and we will place great emphasis on them in this recruitment. A central part of the assignment is the ability to lift your gaze from the operational and consistently maintain a strategic perspective in an operation characterized by acute needs and event-driven work.

In addition to your communication skills, you have good knowledge of the Swedish language, allowing you to express yourself clearly and pedagogically in complex issues in both speech and writing. For you, it is also important to have order and structure, and you thrive in an administrative role where you take responsibility for your tasks and can independently structure, prioritize, and drive your work both individually and in collaboration with others.
