We are looking for an experienced procurement officer focused on construction for an authority within traffic.

This is a consulting assignment. The location is Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

As a procurement officer, you will independently drive procurements in various areas, primarily service procurements and procurements according to AB/ABT. You will lead the procurement process, ensure quality in requirement specifications, and ensure that the procurement complies with legislation, internal guidelines, and established goals regarding time, scope, and quality. The role involves close collaboration with project managers, project groups, and other stakeholders, as well as responsibility for ensuring that the contract is handed over correctly to the recipient.

Responsibilities

Lead and conduct complex procurements according to applicable legislation and internal guidelines.

Collaborate with project managers, project groups, and other stakeholders on contract and procurement issues.

Prepare decision-making documents.

Translate technical and operational needs into clear procurement documents.

Ensure correct application of AMA AF and relevant construction legal standard agreements (AB/ABT/ABK).

Establish tender documents, requirement specifications, administrative regulations, commercial terms, and contracts.

Be responsible for market analysis, risk assessment, and supplier dialogue.

Support project managers and internal clients throughout the procurement process.

Conduct qualification, evaluation, and negotiation with suppliers.

Ensure that the contract is handed over to the recipient according to project or assignment order.

Maintain coherent communication with suppliers.

Coordinate and communicate with internal and external stakeholders.

Record keeping and closing of procurement after award.

Requirements (MUST)

At least five (5) years of work experience as a public procurement officer with very good knowledge of procurement legislation.

Experience in having conducted at least two (2) procurements in the construction area.

Post-secondary education in purchasing and procurement, law, economics, or other education relevant to the assignment.

Fluent in Swedish, both spoken and written.

Desirable

Experience of at least four (4) procurements in the construction area.
