Region Stockholm has the overall responsibility for ensuring that everyone living in or visiting the region has access to a well-developed, easily accessible, and reliable public transport system. The mission of the Traffic Administration (TF) is to prepare and implement decisions regarding the direction and scope for a long-term sustainable public transport system. Additionally, we are responsible for the management and monitoring of traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people travel with public transport, including the subway, buses, commuter trains, and local trains.

About the Assignment

The project manager will work within several initiatives, including a research collaboration with an external supplier aimed at developing and establishing an IT platform for lifecycle management and the use of digital models and twins for our traffic control systems. Efficient lifecycle management of digital models and the ability to perform simulations and analyses using digital models/twins is of great value for our technology management and infrastructure development activities as it has significant potential to shorten lead times and improve decision quality. As part of the project, the Traffic Administration will integrate tools and newly developed components from the external supplier and package these into user-friendly user interfaces. The project involves the development and establishment of the organization's processes related to the use of digital twins for traffic control as well as the development and establishment of associated IT support. Developed components will form a platform that offers corresponding and fundamental support for lifecycle management and the use of digital models/twins for other areas of operation.

The assignment involves being the IT project manager for the designated initiatives' IT components. The IT project manager is placed in the Technology & Traffic Services section of the IT department, where the IT project manager is responsible for ensuring that the business benefits identified within the initiative are realized by developing and establishing related IT support with the right resources. Collaboration occurs in dialogue with business representatives, business sponsors, financial management, architectural governance, managers, etc. The IT project manager will handle multiple projects and initiatives within the section as needed.

 

The assignment includes tasks such as:

  • Based on the interests of the Traffic Administration, take responsibility for the project's IT-related deliveries (processes, components, management, collaboration, reporting, anchoring, etc.)
  • Develop decision support materials, plans, roadmaps, budgets, resource planning, etc., for the project in collaboration with business representatives, external suppliers, business sponsors, financial management, architectural governance, managers, etc.
  • Collaborate with external suppliers within the framework of the project's joint deliveries
  • Be responsible for any procurements that need to take place within the projects
  • Be responsible for continuously following up, driving, and reporting deliveries according to agreed plans. Report status and any deviations.
  • Establish agreements for usage rights and intellectual property rights for the parts developed together with the external supplier
  • Develop and ensure budget, forecasts, and other financial reporting for the project
  • Ensure that actions planned and implemented within the project are approved according to the Traffic Administration's IT architecture process (ITAP)
  • Be responsible for the tactical/operational management and follow-up of the project
  • Be responsible for resourcing the project in dialogue with experts and resource owners
  • Lead and ensure that daily work is conducted in accordance with the Traffic Administration's processes, routines, and legal requirements
  • Be responsible for ensuring that the project's business benefits are realized according to developed plans, action choices, processes, and governing principles
  • Be responsible for the handover to the management organization of any new or changed IT capabilities

Competence Requirements

  • At least five (5) years of experience in the role of IT project manager or product owner with an IT focus
  • At least three (3) years of experience working as a project manager according to the PM3 model
  • At least four (4) years of work experience collaborating with internal and external parties
  • Must have coordinated at least five (5) assignments with a budget of at least 10 million SEK
  • At least four (4) years of documented work experience in system environments where multiple IT systems collaborate to support a business process
  • Conducted procurement according to LOU at least once (1) previously
  • Must have worked with supplier follow-up and budget and financial monitoring for at least four (4) years

Value-Added Requirements

  • Experience from at least two (2) assignments of procurement within LOU or LUF
  • Documented knowledge of signal safety systems for rail traffic from at least one (1) assignment
  • Experience leading projects with teams of at least two (2) software developers
  • Experience from at least one (1) assignment aimed at establishing and project managing the implementation of a digital twin within asset management.
  • At least two (2) years of experience working in the public sector.

Assignment Period: 22/3 2026 - 31/3-2027

Extension Option: 1+1+1+1+1 years

Scope: 100%
