Emergency Coordinator with a focus on crisis preparedness and civil defense

The Municipal Executive Administration is the administration of the municipal council. Here, about 100 employees work in finance and procurement, communication, IT, administration, business, tourism, HR and payroll, switchboard, security, and law.

The Department of Security and Preparedness works across the municipality with the municipality's security and safety and is tasked with steering, supporting, and following up on our strategic and systematic work with crime prevention, civil preparedness, IT security, security protection, technical security, and information security. The department has about 15 employees and consists of the IT unit and the Security and Preparedness function. The latter function, your closest colleagues, consists of Security Strategist, Safety Strategist, Preparedness Strategist, and Information Security Strategist.

JOB RESPONSIBILITIES

To strengthen the Security and Preparedness Department, we are now seeking an emergency coordinator with a focus on crisis preparedness and civil defense.

You will be one of those who coordinate and develop the municipality's structure and progress within civil preparedness. This is based on the current needs in Ystad Municipality in accordance with the national legal requirements placed on municipalities and local ambitions to be a safe and secure municipality. You will function as one of our experts in the field and will lead and implement development work, relevant analyses, steering documents, and drive and coordinate our central crisis management organization, including training and exercises, as well as establish action plans based on current threats and vulnerabilities.

The department works broadly, and you are expected to be able to adapt to new conditions and familiarize yourself with new subject areas as well as assist the department's overall mission within the security and safety area. Among other things, the position includes some support in our crime prevention and safety-enhancing work.

Examples of this are diplomatic, long-term, analytical, and structured, as well as good collaboration skills. The role of emergency coordinator involves many points of contact and collaboration both internally and externally. Therefore, you should find it easy to make contact with others. It is required that you have a strong interest in civil preparedness and community development, as well as a desire to develop the area.

You will be trained and introduced to our TIB function (official on standby) which takes place in collaboration with, in contractual form, the municipalities of Sjöbo, Simrishamn, and Tomelilla. Emergency duty may be relevant depending on the applicant's interest and suitability.

QUALIFICATIONS

You have a university degree, at least at the bachelor's level in political science, as well as experience working with crisis preparedness and civil defense in municipal administration.

A driving license (B) is a requirement as well as good knowledge of Swedish and English both spoken and written. The position is classified in a security class and employment is preceded by a security review. Swedish citizenship and a passed security review are required.

It is meritorious if you have:

• understanding of, through experience, the roles of public, private, and non-profit actors in the preparedness system.
• experience in investigative and analytical work, e.g., risk and vulnerability analyses and action plans.
• training and experience working with signal protection and security protection, including personnel security.
• experience coordinating and developing the municipality's war organization (heightened preparedness).
