The Social Administration

The Social Administration is responsible for interventions, support, and services to individuals and families in the municipality. Our operations are primarily governed by the Social Services Act, the LSS Act, and the Health and Medical Services Act, and must implement interventions regulated by these laws. All operations are centered around the individual to meet their needs. The mission involves a strong customer focus and service spirit.

The Social Administration faces challenges ahead, and a transformation of operations is underway to meet the needs of our residents. This transformation requires effective IT support. The digital development work is progressing rapidly, and the number of systems to be managed is increasing. The Social Administration is also facing a task of procuring operational systems where functionality based on the needs of the operations and legislation must be ensured. Therefore, we are now strengthening our team with additional system administrators.

JOB DESCRIPTION

As a system administrator, you are responsible for proactively and systematically managing, developing, and administering one or more IT systems/applications and welfare technology in the operations. The coordination responsibility means ensuring that we comply with the municipality's model for system administration.

The work includes, among other things:

  • developing proposals for annual planning and system administration plans and initiating and ensuring that decided further development and agreed activities are carried out
  • ensuring that the IT support delivers agreed functionality according to the system administration plan, requirements, and regulations as well as guidelines regarding, for example, information management, information security, and GDPR.
  • participating in and driving projects, procurements, and implementation of systems and technology
  • systematically capturing needs and inflows in support to proactively ensure that the systems are further developed in consultation with the operations based on emerging needs
  • working with case and support management as well as administration of systems
  • monitoring contracts and maintaining contacts with suppliers
  • ensuring that system documentation is created and kept up to date and that information classification and risk assessments are made based on annual planning
  • training and informing users by maintaining FAQs, developing training sessions and training materials, etc.
  • being responsible for establishing manual backup routines and disaster plans where needed
  • monitoring customer satisfaction and revising handling and work processes for, for example, support and case management
  • ensuring information and communication between system administrators, super users, and users
  • statistical extraction and statistical processing

The work requires contacts and good cooperation with colleagues, the municipality's IT organization, suppliers, users, and other functions within the municipality and administration.

Initially, you will spend part of your position coordinating the work of procuring operational systems, and together with your colleagues, ensuring the basic structure for the management of our systems based on the municipality's model for system administration.

QUALIFICATIONS

We are looking for someone with education in, for example, system science, system administration, IT, or who has acquired equivalent knowledge through previous work experience combined with other education.

You have experience working with the management of operational systems, preferably within social services or healthcare. Knowledge of public authority exercise within social services and social law is an advantage.

You have experience working in a project and process-oriented manner, driving/participating in procurements and implementation of systems and technology.

The work requires good knowledge of the Swedish language and the ability to express yourself well both orally and in writing.

To succeed in the assignment, you have an interest in the operations carried out by the Social Administration and a drive to ensure good and effective support for the operations and employees. You have the ability to listen and translate the needs of the operations into further development and improvements of the functionality of our systems.

As a person, you are quick to learn, self-driven, and plan, structure, and prioritize your work to achieve goals and meet deadlines. You have the ability to identify and understand multiple aspects of a problem and see the logic in complex information. You have the interest, willingness, and ability to help others and strive to deliver solutions. You are motivated by and adaptable to changing circumstances. You find it easy to collaborate and enjoy having daily contact with users, suppliers, and colleagues.
