About Uppsala Municipality's IT Department

The IT department of Uppsala municipality has overall responsibility for the entire municipality's IT environment, and we work strategically, governing, and supporting. We assist the municipality's various operations in early identification of IT-related needs and delivering the right technical solutions. We apply a tailored management model based on pm3 that contributes to structure, holistic view, and ensuring we do the right things. More about the workplace

You will belong to the unit Systems for City, Service, and Leisure within the Application area of the IT department. The unit's main task is to manage and develop systems used by the City Planning Administration and the Culture, Sports, and Leisure Administration. We also support parts of the Municipal Executive Office's departments, primarily the Property Department and Shared Services.

The unit currently consists of five so-called management objects, where we are now looking for an IT project manager for the management object Culture and Leisure. The main task of the object is to deliver digital support for cultural and leisure activities, events, and library operations.

Description of tasks

You are entering an exciting phase where the IT department is actively working towards our vision of being the driving force that makes Uppsala Sweden's best digital municipality. The goal is to have the user experience in focus and to be the obvious partner for municipal operations in their digital transformation. As an IT project manager, you are responsible for leading, planning, and following up on the management and development assignments carried out within the management object in line with the operations' digitalization needs. The role is a leadership role at a tactical level where you translate strategically made decisions into operationally feasible projects, assignments, and activities in close collaboration with operational project managers, system administrators, suppliers, and other relevant operations within the Uppsala municipal group. Your overall responsibility as an IT project manager includes:

  • Resource allocation and leadership of system administrators and coordination of other IT resources needed in the assignments carried out within the management object
  • Leading procurement and implementation projects from an IT perspective and quality assuring IT requirements and contractual terms
  • Monitoring and directing suppliers at a tactical level and ensuring that their solution delivers operational benefits and complies with applicable agreements
  • Systematically working with planning, anchoring, leadership and prioritization, implementation, reporting, and follow-up of management and development assignments
  • Preparing materials for steering group meetings and providing administrative support to the steering group's object owners
  • Monitoring the object's IT budget according to Uppsala municipality's annual cycle and reporting deviations to the steering group
  • Ensuring the technical environment for stability, sustainability, and security together with IT infrastructure and suppliers.

You will work both independently and together with other objects, administrations, companies, and suppliers. Of course, you will keep yourself updated on trends, news, and the operations' digitalization needs within your area of responsibility and actively contribute to the development of the unit and the IT department.

Qualifications

To be considered for the position, you should have:

  • Post-secondary education in IT or other education deemed relevant by the employer for the position.
  • Experience working in the public sector or large and complex organizations
  • Experience in procurement and supplier contacts
  • Experience in leading and coordinating complex assignments
  • Good knowledge of Swedish in both spoken and written form
  • Good knowledge of Microsoft 365.

It is also meritorious if you have:

  • Experience in leadership without formal personnel responsibility
  • Experience in IT security issues
  • Experience with management models such as pm3
  • Education in leadership.
