Development Leader with a Focus on Digitalization
The position is placed within the Social Administration, which is one of eight administrations in Linköping Municipality. The Social Administration is responsible for authority exercise, ordering services, and self-management within the areas of individual and family care, LSS, and social psychiatry. We ensure that all residents receive the support they are entitled to.

Your Responsibilities
As a development leader focusing on digitalization, you will play a central role in driving the Social Administration's development projects forward. You will also lead projects involving other administrations within the framework of Linköping's process and governance model. Together with your colleagues from the operational side, you will work on procurements and the implementation of new operational systems, which involves change management, close dialogue with technically skilled IT personnel, suppliers, and operational representatives. You will support working groups in changing work methods, follow up on contracts and IT deliveries.
A central part of the work involves change management, which in practice means guiding employees through the transition to new working methods with the support of frameworks such as ADKAR, combined with a visionary perspective on how AI and automation can meet the challenges of welfare.
Initially, one of your main tasks will be to co-lead the Social Administration's part of the procurement and implementation of a new operational system. You will also be involved in other tasks such as the implementation of digital archiving/e-archiving and the introduction of digital citizen services.
Your Workplace
The mission of the Social Administration is to support municipal residents in leading independent lives and ensuring that all residents receive the support they are entitled to, within the framework of the Social Services Act and the Act on Special Support and Service for Certain Disabled Persons (LSS). The administration must be able to meet and contribute to societal changes and challenges from a flexible and learning approach, through collaboration with internal and external actors and based on political decisions. The administration is governed by and responds to the assignments of the Social and Care Committee.
The position is currently placed under the Administration, Support, and Service Department of the Social Administration, where approximately 65 employees with various positions currently work. In the role of development leader focusing on digitalization, you will collaborate with other development leaders in other parts of the administration. The department's mission is to support the administration, management, and the director of the administration, as well as the committees in their assignments.
Your workplace is in newly renovated premises at Drottninggatan 45 in central Linköping. The workplace is activity-based, meaning you choose the workspace that suits your tasks for the day. Working hours are office hours with flexible time. There is an opportunity for remote work if agreed upon with the manager and the operation once you have settled into your work.
Who We Are Looking For
We are looking for someone with an academic degree in areas such as social work, social sciences, behavioral sciences, or other education deemed equivalent by the employer. If you have training in project management or further education in change management/process management or equivalent that the employer considers equivalent, we see it as an advantage.
For this position, it is a requirement that you have experience leading processes and/or development issues. Furthermore, we require that you have experience working with project and process management. It is necessary for you to collaborate with the IT department, which provides the technical expertise. For this reason, an understanding of technical concepts related to automation, AI, and information management is advantageous. If you have previously worked on leading development projects in the public sector and with business analysis, we consider it an advantage. Experience working within social services and procurement is also seen as beneficial.
Since the municipality handles large amounts of sensitive personal data, it is important that you have knowledge of information security and GDPR, so that integrity and security are always prioritized in the digitalization work. As the position involves extensive contact both internally and externally, as well as the preparation of decision-making materials, we see that you have very good knowledge of Swedish in both spoken and written forms. At the same time, a high level of computer skills is required as the work involves working in digital systems, even if you are not expected to be a technical expert. If you have knowledge of social services and their processes, we consider it an advantage.
To succeed in the role, a strategic and pedagogical ability is required, as you constantly need to translate complex technology into concrete benefits for citizens and employees in a municipal context. As a development leader, you need to independently take responsibility for your tasks, structure your work, and drive your processes forward. You work well with others and are attentive in your interactions. You work with quality awareness where you are meticulous and understand the goals.
