Position as Development Leader for Premises
The position is placed within the Health and Care Administration, which is one of eight administrations in Linköping Municipality. The Health and Care Administration is responsible for the municipality's elderly care, health care, authority exercises, ordering services, and provides care and support in its own right. Your Responsibilities
This is a newly established specialist role where you will have overall responsibility for the entire rental process for our tenants. You will step into an operation where many parts are already in place, but your main task will be to systematize and further develop the working methods to create a uniform, efficient, and legally correct process.
Your mission as our new Development Leader for Premises is to own and manage the entire rental process. You will work both strategically to improve the structure and operationally to handle daily tasks.
This means you will:
- Lead the development work: Drive the implementation and refinement of a uniform and efficient rental process, from contract signing to completion.
- Own the process: In the ongoing role, act as process owner and specialist, responsible for ensuring the process is followed and continuously improved.
- Handle specialist cases: Be the administration's expert and case handler in complex rental legal matters (estates, disturbances, terminations).
- Act as the administration's professional party and requirement setter in dialogue with both the municipal property company and private property owners.
The assignment includes collaborating with department heads, operational managers, development leaders, business developers, and local coordinators to concretize and coordinate long-term local planning considering needs based on demographic development and overarching operational planning.
You will also conduct investigations and produce plans and documents for political processing within the area of responsibility.
The area is under significant development with new constructions, renovations, and extensions. The assignment also includes being responsible for the operational development within the unit's mission both internally and externally, i.e., identifying, developing, and improving working methods, local supply processes, and routines in line with the administration's mission.
Your Workplace
The position of Development Leader is located in the newly created unit for Premises, Security, and Preparedness, which falls under the Planning and Development Department. You will work in a team with the unit manager for premises and local coordinators. The placement gives you proximity to financial management and control and a clear mandate to drive the process across the administration.
The administration you belong to organizationally has a comprehensive responsibility for authority exercises, planning, ordering, execution, and follow-up within health and care. You will collaborate closely with the administration's other managers and employees.

For this position, we require:
- Relevant post-secondary education (e.g., academic degree in law/economics/property management, or vocational training in property management) or several years of documented experience that the employer assesses as equivalent.
- Several years of experience in qualified rental administration and/or property management.
- Experience in developing and implementing new processes and working methods.
- Very good ability to express yourself verbally and in writing.
It is advantageous if you have:
- Experience working as an orderer or requirement setter against property owners.
- Very good and applicable knowledge of the Rental Act (Jordabalken) and experience in handling rental legal matters (e.g., estates, disturbances).
- Experience from public administration and understanding of SoL.
- Experience in economic analysis and follow-up.
