Job Responsibilities
Are you skilled at aligning technology and operations? Gällivare Municipality is seeking an IT Management Leader focused on the social services systems. Here you will play a central role in ensuring that our digital tools are secure, efficient, and tailored to the human needs they are meant to support in everyday life. As the bridge between technology and people, you ensure that our systems support those who support others.
In the role of management leader, you will be the natural link between the social services and the IT department. Your main task is to drive the management and further development of the social services' system support, where Pulsen Combine and its e-services are your top priority. Your journey begins with securing and optimizing Combine, eventually growing into a comprehensive responsibility for the management's complete system landscape. You balance the need for stable operations with leading the implementation of new solutions that meet tomorrow's demands. You play an important role in translating the operational needs into practical solutions. We are currently facing an exciting period where we are adapting our work processes and system support according to the new social services law – here you will be a key person in ensuring that technology facilitates this shift for our employees.
- Lead and develop the management: You plan and coordinate the work within the management area. You also contribute to further developing the municipality's common management model and establishing structures that can be spread to more operational areas.
- Coordinate resources and projects: You act as the link between the operations and IT specialists. If necessary, you step in as project manager during the implementation of new functionalities or entirely new system solutions.
- Strategic follow-up: You keep track of the situation by monitoring key figures, costs, and incidents. You report status to steering groups and managers, using your analysis to identify and suggest areas for improvement.
- Operationally close development: You ensure that the systems support our work processes and maintain close dialogue with the operations regarding future needs, such as welfare technology.
- Collaboration and dialogue: You manage contact with the supplier Pulsen Omsorg and represent Gällivare in regional networks in Norrbotten to drive joint improvements.
We are looking for someone who thrives in a role that requires both structure and the ability to build trusting relationships. You have good communication skills and can explain IT-related issues in a way that is understandable to the operations. You are analytical and enjoy using operational data to make wise decisions that drive development forward.
Qualifications
- Relevant higher education (for example, in IT, systems science, or public administration) or equivalent competence acquired through work experience.
- Experience in leading management work or IT-related projects.
- Ability to work systematically with follow-up and reporting to management groups. Personal suitability is highly valued.
- Meritorious: Experience in social services operations, the Pulsen Combine system, or management models like pm3.
- Within the framework of the national minority language law, Gällivare Municipality is the administrative municipality for Sami, Meänkieli, and Finnish. Knowledge of any of these languages is an advantage when applying for employment in Gällivare Municipality.

Working Hours/Duration
Full-time, permanent position. We apply a six-month probationary period.
