Welcome with your application if you want to work with us on an important and developing assignment in the Järva district administration.
We are looking for two case officers/investigators who will work to combat welfare fraud. Our two areas of focus consist of one area aimed at the elderly and one area aimed at social psychiatry and disabilities. We are now looking for two individuals, one for each area, who will work closely together and collaborate in this important work.

Your role
The systematic work to combat welfare fraud is carried out from three perspectives: preventing, detecting, and managing welfare fraud. The preventive work involves reducing the risk of inaccuracies and irregularities by strengthening the organization's resilience. The work also involves being aware of whom the city has contracts with, to prevent unscrupulous providers. Detecting welfare fraud largely involves ensuring that necessary controls are conducted, that deviations are documented, and that information about inaccuracies reaches the actors who can take action. Your work includes, among other things:
- You collect and analyze relevant documentation, such as records, time reports, and financial data, to identify deviations and suspected fraud. This also includes verifying information and mapping irregularities.
- You are responsible for driving and structuring investigations aimed at welfare fraud.
- You collaborate with various actors, both internal and external, such as case officers, invoice handlers, as well as other municipalities, authorities, and providers.
- You document results, compile, and follow up.
- You report deviations and suspicions of fraud to the contract managers in the elderly and social administration.
Your competence and experience
We are looking for you with:
- Relevant education from a university with a complete degree, related to the responsibilities included in the role and tasks.
- Experience and knowledge regarding finance and budgeting as well as invoice management.
- Experience working in a politically governed organization.
- Good ability to express yourself well in speech and writing.
It is meritorious if you have:
- Experience in identifying/detecting irregularities in the form of welfare fraud within social services.
- Knowledge of personal assistance and/or home care services from an authority perspective.
- Knowledge of data systems, such as: Paraplyet, Agresso, and Excel.
As a large part of the work consists of documentation, review, and administration, you need to have a very good ability to handle multiple tasks at the same time.
