The City Planning Office is planning for a future Stockholm on behalf of the City Planning Committee. We work with urban planning both at a general and detailed level, building permits, city measurements, property formation, and housing adaptation. The City Planning Office has about 340 employees and we are centrally located in Kungsholmen, about a ten-minute walk from Stockholm Central Station. The administration's activities are permeated by the values of professionalism, solution orientation, holistic view, and joy at work.
Welcome to us
At the building permit department, you will be part of an operation with about 100 dedicated employees who together work to shape and develop the built environment.
The department consists of 7 units organized into three building permit units and specialized units for inspection, supervision, housing adaptation, and building permit support - creating a broad competence and good opportunities for collaboration and learning. The department is responsible for the entire process around building permits and notification matters as well as for supervising illegal construction. Important parts include controlling ventilation and elevators, as well as investigating and deciding on housing adaptation grants for people with permanent disabilities – work that makes a real difference in people's everyday lives.
The supervision unit consists of a manager and seven employees who hold roles as lawyers and supervision case officers. The unit works with PBL supervision regarding illegal construction and illegal use, neglected plots, and other actions that violate the law. The unit is also responsible for supervising mandatory ventilation control (OVK), elevators, easily remedied obstacles, and IMDB, and serves as legal support for the entire department.
We work closely together and learn from each other every day. By sharing experiences and perspectives, we collectively develop our working methods and approaches. Together, we make thoughtful decisions and make wise trade-offs that contribute to effective and legally secure work. We also take responsibility for continuously following and developing our routines, assessments, and working methods to improve operations over time.

Your role
In the role of supervision case officer, you will be part of our supervision team. The work as a supervision case officer means that you will investigate supervision notifications, conduct supervision visits that need to be documented, and, with the support of the law, arrive at correct measures. You will handle a wide variety of cases such as illegal residences, illegally constructed buildings, neglected plots, and neglected buildings, as well as manage easily remedied obstacles. You will prepare statements, make decisions, and formulate service documents with decision proposals for the City Planning Committee. The position includes many contacts, both internally in the city and externally with, among others, the notifier, property owner, opposing lawyers, or other parties involved. As an employee, you will also contribute to developing assessment criteria and routines for the unit's work.
Your competence and experience
We are looking for someone who has:
- relevant university education in urban planning, law, or other education deemed equivalent by the employer
- current experience in supervision case handling within the Planning and Building Act, Environmental Code, Act on Protection Against Accidents (LSO), or similar
- current experience in exercising authority
- very good knowledge of Swedish in both spoken and written form
- a driver's license and experience driving a car.
It is meritorious if you have:
- good knowledge of administrative law and municipal law
- education in building technology within urban planning.
We place great emphasis on personal abilities in this recruitment. To succeed in the role, you need to have high personal maturity and integrity and enjoy working both independently and in a team. You have a good holistic view and the ability to make well-founded trade-offs between quality and efficiency.
You have very good administrative skills and work in a structured, planned, and efficient manner with good prioritization skills. In the authority role, you are decisive and have a good ability to make legally secure assessments. This means that you can make your own decisions even with limited information or under time pressure, while also taking responsibility for seeking support and collaborating with colleagues when needed.
You understand that our mission is for citizens, businesses, and other actors and meet them in a professional, service-oriented, and respectful manner. You are motivated to work goal-oriented with many parallel, complex, and challenging cases.
Your communication is clear and well-formulated in both speech and writing, and you have the ability to adapt your message according to the recipient and situation. The role also requires very good collaboration skills; you are attentive, flexible, and build trusting relationships.
