The Department of Health and Care is responsible for providing care, support, and assistance to the elderly and people with disabilities, as well as supporting their relatives. Our goal is to provide good conditions for an independent, stimulating, and safe living situation - around the clock, with a citizen focus. We are 2,500 employees who provide support and care to the citizens who need it in our various functions.
The Position and Responsibilities
We are looking for an additional development leader for the quality team of the Department of Health and Care, which currently consists of five dedicated colleagues.
As a development leader, you will work strategically and comprehensively within the department on issues related to quality and development.
As a development leader, you will support our managers in the systematic quality work by developing and creating methods, guidelines, and approaches that promote improvement and learning. The role includes following up and analyzing the results of the operations as well as participating in various projects – both as a specialist and project manager. You will also be responsible for your own investigations, presenting cases to the Health and Care Committee, and conducting training and presentations for managers and leadership groups. An important part of the assignment is also to monitor the external environment in the relevant area and participate in relevant networks.
Your main responsibilities:
- work comprehensively with development and quality issues
- compile and analyze operational results
- participate in and lead development and improvement projects
- conduct investigations and prepare decision-making materials
- present cases to the Health and Care Committee
- conduct training initiatives and presentations for managers and leadership groups
- monitor the external environment and contribute to relevant networks.

The work is characterized by close collaboration where you often work together and drive assignments collectively. The team has a strong culture of collaboration and works in close dialogue with managers and leadership groups within the department's operations.
You will collaborate closely with other central functions in larger development issues, as we often work in cross-functional teams, for example, within digitalization and communication. Who You Are
You have a relevant university degree, for example, as a social worker or social scientist, or another education that the employer deems equivalent. You have experience working with development and quality work and preparing analyses, follow-ups, or investigation materials. You also have experience working in a politically governed organization.
Other Requirements:
- Knowledge of relevant social legislation.
- Experience in preparing written materials, such as analyses, reports, or investigations.
We Consider It an Advantage If You Have:
- Experience from working in the field of disabilities and/or elderly care.
- Experience in project management or working in project form.
- Experience in follow-up and evaluation of operations or interventions.
- Experience in process work or development of working methods.
- Experience in regulatory authority within the relevant operational area.
In the role of development leader, you need to be able to take responsibility for planning, implementing, and driving development assignments that involve analysis, investigation, and coordination. The work requires you to handle multiple parallel issues, make priorities, and take responsibility for advancing assignments in collaboration with other parts of the organization.
You work closely with managers and leadership groups and need to be able to understand complex operational issues. To succeed in the role, you must be able to see connections, formulate clear materials, and communicate in a way that creates understanding and anchoring in the development work, both in dialogue and during presentations in various contexts.
