Operational Change Agent for the ESF Project Special Initiative Safety (100%)

Do you want to work on a socially important project that builds the future of crime prevention and truly changes the conditions for children, youth, and families in vulnerable areas? Are you passionate about social sustainability, cross-sector collaboration, and creating better pathways into education and employment for groups far from the labor market? Then you might be the one we are looking for.

We within the ESF project Special Initiative Safety (SIT) are now strengthening our team and seeking someone who wants to take on a very operational, relationship-driven, and socially transformative role where you create pathways into employment for people far from the labor market. You will do this together with municipalities and a project group with a unique breadth of expertise – from police and academia to social preventive work and politics.

About the Project

SIT was initiated in 2024 by the Skandia Foundation Ideas for Life and is run together with TalangAkademin Economic Association, which will also be your employer. SIT includes an ESF project in the Stockholm region and one in Eastern Middle Sweden, with affiliated municipalities within each project. However, all project staff work together, and the projects are conducted as a cohesive whole across geographical boundaries.

SIT is funded by the European Social Fund (ESF) and runs until August 2027.

The project operates on three levels:

Level 1: Situation analysis work where we support municipalities in developing local situation analyses with a particular focus on the voices of young people in safety issues.

Level 2: Place collaboration and cross-sector work for families in vulnerable areas.

Level 3: Individual collaboration for children and youth in crime.

The project works both for individual transitions of youth and adults to studies or work, as well as with method development where experiences form the basis for the development of method frameworks regarding improved working methods within crime prevention work in Sweden.

The role we are now seeking belongs to level 2 – where municipalities receive support in developing meeting places or working methods that gather different activities around families in vulnerable areas to strengthen protective factors and increase employment among parents. Within the project, there are currently activities, new working methods, and good examples established in the municipalities, as well as activities that are in the starting blocks to be implemented in early 2026.

In addition to the project manager, the level 2 work, like all levels of the project, has a convening main responsible person with a special responsibility for maintaining direction, method development, and planning to achieve the project's goals in relation to the current level. You will work closely with this function and the project group at large to support the municipalities' progress regarding transitions within the target group and to utilize local experiences.

About the Role – An Operational Key Person in Level 2 Work

As a project employee within level 2, you will be a central link between the project and our participating municipalities. Your main task is to support the municipalities in driving and developing cross-sector working methods, such as local meeting places or other locally adapted methods, to enable increased employment for the target group.

You will:

Work closely with the municipalities' level 2 activities and their main responsible persons.

Participate in activities and meeting places where families and children are involved.

Support the municipalities in reaching the right target group and offering adequate interventions for individuals' increased employment.

Support coordination between the municipalities' different sectors.

Contribute to the ESF project's participation goals through presence and follow-up.

Continuously capture local success factors that contribute to the project's method development.

The position is close to everyday life, relationship-building, and operational – where your day-to-day work is largely driven by the needs of the municipal coordinators, and where you are prepared to often be “on-site” in the municipalities' environments.

You are a person who:

Thrives in both operational and developmental work.

Has the ability to create engagement and drive things forward – you get people on board and make things happen even in complex environments.

Is brave and unreserved in meeting different actors – from managers to parents.

Is unpretentious with both good collaboration skills and personal initiative.

Is values-driven with a solid understanding of social sustainability and rights-based work.

Is structured despite a varying everyday life.

Finds it easy to understand and follow administrative routines, especially related to ESF-related follow-up and documentation.

You preferably have experience from one or more of the following areas:

Labor market initiatives, integration work, or social work focusing on fieldwork or family-supporting activities.

Civil society, associations, or outreach work.

Municipal collaboration or navigation in complex organizations.

Work with target groups in socio-economically disadvantaged areas.

Operational experience from projects, preferably funded by ESF.

Formal Requirements

Good ability to express yourself in Swedish in speech and writing.

Ability to travel regularly within the Stockholm region and nearby municipalities in Eastern Middle Sweden.

Employment Conditions

Employment: 100% project employment

Period: As soon as possible after the turn of the year 2025/2026 until June 30, 2027

Location: Solna (TalangAkademin's office). A large part of the work is also located in the municipalities collaborating on the project, where evening work may also occur.

Start Date: By agreement
