Social Services
The Social Services are responsible for interventions, support, and services to individuals and families in the municipality. Our operations are primarily governed by the Social Services Act, the LSS Act, and the Health and Medical Services Act, and must implement interventions regulated by these laws. All operations are characterized by putting the individual at the center to meet individual needs. The mission involves a strong customer focus and service spirit.
The Social Services face challenges ahead that require collaboration and operational development. Operational development is primarily driven by the regular operations, but there are common resources placed centrally in the social services management.
The management also includes functions such as system management, administration, project management, procurement, and purchasing, etc. The management is led by the Deputy Social Director.
JOB RESPONSIBILITIES
You will be part of a group of operational developers with different skills and backgrounds. On behalf of the management team of the social services, you will lead, support, and facilitate development and improvement work in close collaboration with managers and employees across all operational areas of the department and within various subject areas. The content of the assignments varies and ultimately aims to meet the needs of our municipal residents while working more efficiently.
Your responsibilities include, among others:
- Analyzing the needs of the operations through current situation analyses, environmental monitoring, data analysis, follow-up, and quality review.
- Developing, implementing, and following up on routines, processes, and working methods.
- Driving and coordinating assignments and projects in areas such as digitalization, quality, development, and transformation.
- Supporting managers in change management, planning, and implementation of development initiatives.
- Ensuring that operational development complies with applicable laws, guidelines, and national requirements such as SoL, LVU, LVM, LSS, HSL, and regulations from the National Board of Health and Welfare. Likewise, ensuring that it is evidence-based.
- Preparing decision-making materials, reports, and presentations for management and committees.
- Contributing to knowledge sharing and experience exchange within the department, between departments (cross-municipal), and in external networks.
- Participating in the work with methods and method development for change work and operational development.
QUALIFICATIONS
We place great importance on your personal qualities and ability to contribute to a professional and trusting collaboration. You work closely with other operational developers and functions within the management, while also having a broad network within and outside the department. You have good collaboration skills and can create participation and engagement even in complex contexts. You have a humble and solution-oriented approach where you focus on the goal and take responsibility for the whole. You think innovatively and have the ability to translate ideas into concrete improvements.
You have a good ability to independently plan, prioritize, and structure your work. At the same time, you are attentive, can adapt to changing demands and conditions, and are willing to ask for and offer support when needed. You have a strong desire to develop, learn new things, and contribute to continuous improvements.
You have a relevant academic degree, for example in social work, statistics, system science, behavioral science, or other education that the employer deems appropriate. Additional education in operational development, quality, project management, or change management is an advantage.
You have documented experience and knowledge of working with operational development and improvement work. Experience in project work together with others is an advantage, as is experience in driving processes and facilitating dialogues and workshops. If you have previously worked in municipal operations, especially within social services or other parts of social work, it is an advantage. Experience in the area of digitalization or development of digital working methods is also considered an advantage.
You have good communication skills and can express yourself professionally and tailored to the target group in Swedish, both orally and in writing. You are used to preparing materials, compiling analyses, and feeding back results in a way that creates understanding of both the current situation and development needs. You also have good computer skills and confidence in working with digital tools. You can present information and decision-making materials in a pedagogical way, both orally, in writing, and visually, and master methods for structuring and analyzing operational data.
As you are part of a group of several operational developers, we value a balanced composition of skills, experiences, and personal abilities. When filling the position, we will therefore consider how your strengths complement existing functions and contribute to the overall team.
