Labor Law Specialist

Region Östergötland's HR organization has about 100 employees who provide qualified support both close to operations and centrally to management. Many of our HR employees work closely with managers in the region's operations. Within the organization, there is also a team of HR strategists, a unit with specialists in competence supply, a negotiation unit, and a payroll administration unit. A central support and service unit provides daily assistance to employees and managers. The HR organization also includes an area for education.

Job Description

As a negotiator, you are the region's expert and specialist support in employer issues and contribute to a correct and uniform application of laws and collective agreements throughout the organization.

Your main tasks include:

  • Providing qualified advice to managers and HR on issues related to labor law, collective agreements, and employment conditions. You develop, manage, and quality assure region-wide routines, templates, processes, and support materials within the employer area.
  • Representing the employer in collective bargaining and dispute negotiations and working closely with operational HR on employer issues and labor law matters. Additionally, you plan, implement, and follow up on development and training initiatives for managers and HR.
  • Engaging in both operational work and strategic development work, as well as conducting continuous monitoring of laws and agreements. You ensure that new regulations, practices, and knowledge are implemented in the region's working methods in a structured and purposeful manner.

Your Work Group

The negotiation unit works regionally and is tasked with driving the region's employer issues, including:

  • Labor law matters
  • Conditions and collective agreement issues
  • Wage formation and wage review processes
  • Union relations and collaboration
  • Negotiations and discussions based on labor law and collective agreements.

Currently, we have three negotiators, one LAS coordinator, four rehabilitation specialists, and one unit manager. We work together with the entire HR organization to create good conditions for employer representatives in their managerial roles.

About You

You have an academic degree in HR or another relevant education that the employer considers equivalent. Further education in labor law is an advantage.

We see that you have several years of experience in qualified HR work, including several years with a focus on labor law, conditions issues, and negotiations. You also have experience in independently driving work within and supporting complex labor law matters and handling conditions issues and negotiations with trade unions.

You have very good knowledge of the employer's responsibilities according to labor law practices, interpretation of laws and collective agreements, as well as experience with an employer perspective as an approach.

It is advantageous if you have experience from the public sector, have worked with change and development work, and enjoy conducting training sessions. You have a good ability to express yourself in speech and writing and to adapt messages to different target groups.

You have a professional approach and can handle complex issues in a safe and methodical manner. You make well-founded assessments and ensure that decisions and conclusions are based on correct, relevant, and complete information.

Furthermore, you have a good overall perspective and can see connections and consequences from multiple perspectives. You have the judgment to determine when further analysis, anchoring, or support is needed to make sustainable decisions. You are also relationship-building and collaborate effectively with various stakeholders, both within and outside the organization, contributing to trustworthy and long-term collaborations.
