Community Building Office.
Within our office, there are approximately 225 employees who together drive sustainable community development based on the political leadership's goals and vision, Värmdö - an island world of opportunities. The office's responsibilities include physical planning of land and water, nature and cultural heritage, infrastructure, and mobility. We build and manage roads, public spaces, and community properties.
Our working method is characterized by daily and well-functioning collaboration where we work based on a project-oriented approach. We achieve good results through close cooperation with many operations within the municipality.
The Early Stages Unit (from 2026-01-01, the Land and Development Unit) is responsible for the municipality's land holdings and implementation issues in the detailed planning phase and expansion phase. This means that we handle technical, economic, and property legal issues, negotiate with construction actors, and carry out land allocations. Furthermore, we are responsible for managing and developing the municipality's land holdings by buying, selling, and leasing municipal land. We work project-oriented and have close collaboration with other operations within the municipality.
In the role of project manager for development, you will be a development engineer in our community building projects. You will monitor implementation issues and be responsible for negotiations and contract writing with construction actors, property owners, and authorities within the framework of our community building projects. The role also means that you will support our land management organization in land surveying-related issues related to the municipality's land ownership.
You will work closely – often in project form – with, among others, planning architects, water and sewage engineers, landscape architects, ecologists, municipal antiquarians, project controllers, and traffic engineers, as well as in dialogue with developers and contractors. Therefore, an important part of the role is to create and maintain good collaboration forms between the municipality's various competencies and external parties.
We are looking for someone with a background in land surveying who can help us develop both our operations and Värmdö municipality. Our unit has a broad responsibility for land and development operations in the municipality.
You should have a law degree or a master's degree in civil engineering in land surveying or community building with a focus on land and property law, or other equivalent education/experience.
You should have worked as a surveyor for at least five years. You have a very good understanding of property law and land surveying issues.
We consider it an advantage if you have worked with municipal development projects and can assess the technical and economic conditions of the projects from a municipal holistic perspective, that you have experience working in a politically governed organization, and that you have worked on implementing land acquisitions.
As a person, you are curious, meticulous, and have a developing working method with a genuine interest in community building and sustainable development. You are structured and analytical, work independently, and take great responsibility for your tasks.
This is an outgoing role with external and internal contact points, which requires good communicative and pedagogical skills. We have good cooperation within the unit with a willingness to work together towards the goals of the operations, which is why we place great importance on your personal qualities.
For this position, presenting a valid extract from the police record is a prerequisite for employment.
