Coordinator for National Minorities
The municipality of Sundsvall has approximately 8000 employees and is significant for our society. We are Sundsvall's largest employer with several workplaces within various operations and around 300 different professions.

Sundsvall municipality is in an exciting phase. Our municipality is part of the green transition in Northern Sweden, where a major establishment is underway that will lead to many new jobs and thus many new residents. We are fully preparing by, among other things, preparing land, creating new educational opportunities, marketing the municipality, and welcoming new residents from all over the world.
In the Department of Community Development and Sustainability, there are about 16 employees with various strategic responsibilities. This includes responsibility for infrastructure, climate issues, social and ecological sustainability, comprehensive planning, and rural issues. With the goals of creating 5000 new jobs by 2030, becoming climate neutral, and reducing social inequalities, we work hard to stay at the forefront. We strive to find synergies between growth goals, environmental goals, and social objectives. To succeed in this, we are active in collaboration and communication with authorities, businesses, civil society, and citizens.
Sundsvall has been an administrative area for Finnish and Sami languages since 2014 and 2018, respectively. We have a Finnish department within elderly care and an open meeting point for Finnish-speaking seniors, as well as a Finnish-speaking preschool department. Additionally, we work to provide a wide cultural offering in all national minority languages. All this requires close contacts and good cooperation with the parts of civil society that represent our national minorities, as well as with the municipality's various operations.
We are now looking for a coordinator for national minorities who will be one of five involved in the mission to work for social sustainability.
JOB RESPONSIBILITIES
In the role of coordinator for national minorities, you will work to drive the development of work for national minorities, minority languages, indigenous rights, and Roma inclusion in collaboration with other administrations and civil society. You will build new networks and participate in existing ones, collaborating with the region, county administrative board, and administrative areas for the Finnish and Sami languages. Participation in development projects with various actors is also part of the position. You will work closely with the municipal leadership by keeping them updated on issues concerning national minorities, indigenous rights, and Roma inclusion.
Your responsibilities also include:
- Drafting materials for investigations, preparing responses to referrals, and other matters for political decisions.
- Financial responsibility for the use of state grants for the administrative area for Finnish and Sami languages, as well as the annual reporting to the follow-up authority, the Sámediggi.
- Information and educational initiatives regarding national minorities, indigenous rights, and Roma inclusion.
- Annual surveys of the need for municipal services in minority languages and consultations with minorities.
- Monitoring the external environment within the area of responsibility.
QUALIFICATIONS
We are looking for someone with relevant academic education in cultural studies, social sciences, sociology, or law, or a corresponding field that the employer considers relevant. It is advantageous if you have education in human rights, discrimination, gender equality, and social sustainability issues, and if you have training in communication, advocacy/change work, or behavior change, it is desirable.
You have several years of current experience in strategic and operational work with minority, integration, or human rights issues that the employer assesses as relevant for the position. It is important that you have basic IT skills and the ability to communicate digitally. You also have very good knowledge of Swedish and good knowledge of English, both spoken and written. A driving license (B) is a requirement for this position.
We consider it advantageous if you have the following knowledge and experience:
- Language skills in any of the five minority languages (Finnish, Yiddish, Meänkieli, Romani Chib, and Sami).
- Experience working in a politically governed organization.
- Experience coordinating and developing working methods and leading change or behavior change work.
- Experience coordinating and leading projects.
- Experience conducting communication and educational initiatives.
- Experience with social media and editorial writing.

You work independently, take initiative, and drive processes forward with structure and results in focus. You are communicative, attentive, and have a creative streak that translates ideas into practical solutions. With your attentiveness and constructive attitude, you contribute to a positive and forward-looking work climate.
The position requires work during uncomfortable hours to some extent to collaborate with other administrations and consult with civil society. Business trips occur in connection with annual meetings with follow-up authorities, various conferences, and training.
