About the position

As a civil duty administrator with us, you will be responsible for handling cases related to the investigation of individuals for civil duty. This means identifying and investigating individuals and assessing their suitability for civil duty within the electricity supply sector. You will also be responsible for handling appeals and interruptions during civil duty training, as well as presenting cases to decision-makers and writing decision support documents. In this role, you will be the contact person for the individuals that you and your colleagues have investigated for civil duty. As a contact person, you will be involved in planning and preparing training sessions, and sometimes participate on-site during training. The role requires a high degree of collaboration both internally and externally.

As the unit receives an expanded mandate, there may be opportunities to contribute and participate in that work.

In this role, you will help develop processing procedures and ensure legal certainty at every step. You will need to navigate complex regulations while finding effective solutions to emerging challenges.

You will have the opportunity to help shape routines, processes, and contribute to the unit's operational development. As you grow in the role, there is the possibility of having a mentoring responsibility for a number of employees and eventually also coordinating responsibility in certain matters within the unit.

The civil duty unit is a newly established unit within the section for external assignments within the department of security and preparedness. The unit currently consists of nine employees, six of whom are consultants. The unit is responsible for both investigating individuals' suitability for civil duty within the electricity supply sector and training those subject to civil duty through both short basic training and recurring refresher training. The goal is to have 1,000 individuals subject to civil duty within the electricity supply sector by the end of 2028. The unit is expected to receive an expanded mandate in the coming years, which will involve some operational development.

About you

Requirements:
We are looking for someone who is structured and has the ability to create order and clarity in processes. You are solution-oriented and see opportunities where others see obstacles, which allows you to contribute new ideas and perspectives in the development of our processes. Collaboration is a given for you – you enjoy working together with colleagues to find the best solutions. You are stable in a changing work environment. We place great importance on personal qualities.

You also have:

  • Relevant university degree at least at the bachelor's level in fields such as political science, public administration, or equivalent as assessed by Svenska kraftnät.
  • Experience working with public authority enforcement against individuals
  • Experience in handling personal matters
  • Experience working with the total defense obligation regulations from either civil or military operations
  • Driving license B

It is meritorious if you have knowledge and experience of:

  • Experience working with civil duty
  • Experience in handling cases and matters in court

  • Travel is required in this position, primarily within Sweden
