You will be part of the finance department, which is centrally located under the Municipal Executive Board. The department's area of responsibility spans the entire economic spectrum, such as accounting, budgeting and follow-up, liquidity and financing issues, investments, financial administration, and procurement. Responsibilities

As a procurement officer with us, you will:

• Support the operations in achieving the best possible agreements. This is done by being a support for the operations to find the best solution to reach a good agreement within the framework of the legislation. This means that you will conduct many different types of procurements in various areas. Sometimes it is call-offs in DIS, sometimes renewed municipal competition, but normally it is procurement with advertising. In collaboration with the operations, the requirements are developed, and after the agreement is signed, you can have an advisory role in the interpretation of the agreement.

Sotenäs municipality is part of several close procurement collaborations that you will be a part of. NoBo consists of 5 municipalities in northern Bohuslän that actively collaborate on joint procurements in various constellations with regular meetings.

We have a joint procurement system e-Avrop where we work together on procurements and agreements. NoBo is a party in collaboration with VästUpp, which also includes Uddevalla, Trollhättan, and Vänersborg. This may mean that you will conduct procurements for all 8 municipalities with municipal companies, associations, etc., within the framework of the VästUpp collaboration.

In all procurements, regardless of whether it is just one municipality or several involved, reference groups with purchasers are formed, and in many cases, e-commerce managers and environmental strategists also participate in the reference group. In both collaborations and individually, there are opportunities for experience exchange and further education in various areas.

The finance department is also responsible for ensuring that all procured agreements are entered into the municipality's ordering and supplier invoice system. The Visma Proceedo system is a joint system for four municipalities, which means that an agreement covering several municipalities/companies is published by one person for all involved parties.

Qualifications

We are looking for someone who has:

• An academic degree in economics, law, or another relevant higher education, or vocational training with a focus on public procurement.
• Good computer skills and excellent communication skills in both spoken and written form.

Meritorious is:

• Solid knowledge and several years of experience working with public procurement, preferably within municipal operations.
