We are looking for a Permit Officer for the Traffic Authority in Stockholm.

The position is part-time, with a workload of 75 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The authority's mission is to prepare and implement decisions regarding the direction and scope for sustainable public transport in the long term. They are also responsible for managing and monitoring traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people travel using public transport, including subways, buses, commuter trains, and local trains. The assignment for the permit officer involves working within the client's project organization together with the permit coordinator on environmental assessments of water activities and other potentially harmful environmental activities, ensuring that the expansion of the Roslagsbanan to the City is planned and constructed according to the authority's and the Swedish Transport Agency's requirements. As a permit officer, the consultant, together with the permit coordinator, will oversee and manage the work of preparing the environmental court application within Assignment 6 in accordance with the project's goals.

The assignment involves participating in various tasks related to the environmental court application and within the group for Planning, Permits, and Agreements (PTA).

The role reports to the permit coordinator.

Responsibilities

• Participate in the formal environmental permit process during the project and drive the work with permits for water activities and related documents.
• Participate in the coordination of the permit work with the railway planning and design work.
• In consultation with relevant stakeholders, ensure that cumulative impacts related to already existing permits and ongoing permit assessments are managed.
• Contribute to identifying and driving the process for permits, notifications, exemptions, etc., according to the Environmental Code, which are not established in the railway plan or environmental court.
• Ensure that the consulting organization delivers the necessary documentation regarding the environmental permit process.
• Provide input for timelines and time analysis regarding permit and environmental impact assessment processes.
• Participate in project-related meetings to receive information about the progress of the operations.
• Prepare informational and decision-making materials in the form of investigations and presentations.

Requirements (Mandatory)

University or college education with at least a bachelor's degree in natural science or engineering with a focus on hydrogeology or environment. At least four years of experience as an editor for application documents (consultation documents and environmental impact assessments) for environmental assessments. At least two years of experience working with permit assessments in road or railway planning projects that included permits for water activities.

Desirable

At least two years of experience working with permit issues within a client organization. At least two years of experience in monitoring environmental conditions regarding water activities and/or environmentally hazardous activities within an infrastructure project or a larger operation/industry. Experience in permit assessments for large infrastructure projects in urban environments. Please specify at least one project.
