The Armed Force Home Guard

The Armed Force Home Guard constitutes almost half of the personnel in the Swedish Armed Forces and is represented all over Sweden. The National Home Guard Staff is the staff of the National Home Guard Chief to lead and direct the unit production and develop the armed force.

The Armed Force Home Guard consists of various types of combat units and activities, including a combat school, four military regions with staffs, military region units, home guard battalions, and territorial units. The armed force is experiencing strong growth, with approximately 800 permanent employees and about 22,500 home guard soldiers currently – expected to grow to 24,000 by 2025.

The National Home Guard Council

The National Home Guard Council is a government body under the Ministry of Defence and exercises overall co-determination issues of significance for the Home Guard across the country. This includes exercising the right to be heard by the Armed Forces on national issues regarding the development of the organization and operations within the armed force.

The office currently employs a council secretary, office assistant, and the editor-in-chief of the Home Guard Newspaper.

Main Responsibilities

Overall, the position involves implementing practical co-determination in everyday life as the Armed Forces must consult the Home Guard Movement on important issues affecting the Home Guard.

  • Represent the Home Guard in central work concerning home guard soldiers and home guard units
  • Be the link between the central and local co-determination bodies
  • Support local and central elected representatives in co-determination
  • Support the chair of the National Home Guard Council and the National Home Guard Staff regarding co-determination-related matters
  • Be a presenter in the National Home Guard Council
  • Manage the approved motions concerning the co-determination system
  • Support and advise home guard soldiers who have been subjected to unwelcome behavior
  • Follow up on the implementation of co-determination regionally and locally
  • Attend councils and meetings
  • Educate in co-determination at the Home Guard's leadership courses
  • Budget and personnel responsibility
  • Lead and develop the office's operations and ensure that processes and routines are followed effectively
  • Operational planning, follow-up, and reporting

The position involves travel and weekend work, all planned with good foresight and regular compensation will be provided.

REQUIREMENTS

Qualifications

  • Solid and current experience of the Home Guard
  • Experience of engagement in the Home Guard's co-determination
  • Knowledge of regulations
  • Relevant work experience in a position with clear responsibility and mandate
  • Good experience in presenting, giving presentations, and leading meetings
  • Good knowledge of Microsoft Office
  • Good knowledge of spoken and written Swedish and English
  • Driving license B

Meritorious

  • Relevant experience in association activities
  • Relevant experience in working with co-determination in the Home Guard
  • Relevant experience in a leadership position
  • Relevant experience from association activities or Voluntary Defence Organizations (FFO)

Other

Employment form: permanent employment starting with a six-month probationary period.

The position is located in the National Home Guard Staff's premises at Gärdet in central Stockholm.

Start date: By agreement.

The position of deputy council secretary is intended to eventually take on the role of council secretary.

The Home Guard is part of the Armed Forces' operational organization and is experiencing strong growth.

The Home Guard operates in peace, crisis, and war, and as a combat unit, its main task is to protect, guard, monitor the surface, and support society. In many ways, the Home Guard is a national backbone for the defense and protection of Sweden. The number of permanent employees is expected to be about 800, and the volunteers in the home guard units should be about 25,000.

The National Home Guard Staff is the central staff of the National Home Guard Chief to lead and direct the unit production of the Armed Force Home Guard. The National Home Guard Chief is responsible for developing and maintaining the Armed Force Home Guard, which consists of four military regions with staffs, training groups, territorial units, and home guard units, the Home Guard Combat School HvSS, and music corps.
