IT Project Manager

The Education Administration in the City of Stockholm is Sweden's largest municipal administration, with nearly 17,000 employees and about 170 municipal primary and secondary schools.

The Development and Coordination Department is one of four support departments within the Education Administration in the City of Stockholm. The department is responsible for supporting the city's educational activities with information and communication technology, as well as coordinating and developing portfolio management for the educational activities. The department also contributes support in research and development for education based on scientific principles, as well as evaluation, statistics, and analysis.

The Unit for Digital Administrative Support is tasked with ensuring accessible and secure digital support based on identified needs within the objects that primarily support the administrative processes of the operations. We are also responsible for supporting and collaborating within the portfolio with a focus on development, operational benefit, security, and cost-effectiveness. We work to manage and drive ongoing operational work, such as maintenance, user support, testing, and contract follow-up based on common working methods and established processes, as well as collaborating within the city regarding IT infrastructure related to the portfolio's assignments. We have 18 employees in the unit.

Your role

The Education Administration's portfolio for the city's educational activities consists of four core objects and two support objects organized according to the object management model pm3.

This position initially includes two assignments:

  1. IT Project Manager for Administrative Support, responsible for IT support for central administrative processes.
  2. Infrastructure Coordinator for the establishment and management of the group that will manage IT components in the city's IT infrastructure. This assignment includes establishing working methods in relation to objects managed within other administrations (e.g., the City Executive Office and the Service Administration) or to IT services managed by Greater Stockholm or the National Agency for Education.

The assignments include coordinating and leading internal specialists and external consultants in the operational work. You will also ensure that overarching architectural principles, the city's guidelines, and standards are followed in the technical infrastructure. You will collaborate closely with architects in the Unit for Portfolio and Method Support.

As an IT Project Manager, you will ensure staffing of operational roles (object specialists) in consultation with the unit manager and other project managers within the portfolio. You will be responsible for developing object plans, deciding on and prioritizing activities within the allocated budget, and reporting status to object owners and the object steering group.

As an IT Project Manager/Infrastructure Coordinator, you have the responsibility/authority to:

  • plan the realization of IT solutions based on the needs of the operations, in collaboration with suppliers and existing systems.
  • lead resources within Administrative Support and the infrastructure grouping.
  • execute the goals of the object plan in a cost-effective manner.
  • ensure that IT components are usable, secure, and accessible.
  • manage and follow up on external and internal IT suppliers.
  • lead the work of developing solutions together with the object owners.
  • resource plan the operational work together with the unit manager.
  • accept deliveries from IT partners.
  • call off against entered agreements.
  • initiate assignments according to the object plan.
  • prioritize and make decisions within the framework of the object plan in consultation with the object owner.

Seek support and collaborate with process leaders when implementing cross-functional processes.
