Background

Since October 1, 2022, Sweden has been divided into six civil areas. The County Administrative Board of Norrbotten is the responsible authority for coordinating the Northern civil area, which consists of the counties of Jämtland, Västernorrland, Västerbotten, and Norrbotten. The Governor of Norrbotten is the head of the civil area and leads the work with the support of a civil area office. The office, which consists of a head and 10 employees, is currently in an intensive development phase. The assignment includes planning, collaboration, and preparations for heightened readiness within the civil area, as well as certain tasks before and during peacetime crises.

About the job

The Civil Area Office is now seeking a Total Defense Officer who, with a holistic view and solution focus, can contribute to developing the operations at the Civil Area Office.

You will be part of a team with driven and engaged colleagues, where we share our knowledge and experiences with each other as a way to learn and increase our collective knowledge and ability. Since we are still in a development phase, you will have great opportunities to influence the direction of the operations together with us. You will collaborate with external actors at the regional, higher regional, and national levels. As a person, you thrive in an outward-facing role, as you will be in contact with the County Administrative Boards within the Northern civil area, as well as with other civil area offices. Additionally, you will be in contact with, among others, the Armed Forces, MSB, sector-responsible authorities, and other actors within the operational area.

The Civil Area Office plays a significant role in developing civil defense and societal preparedness. Sweden has been a member of the NATO defense organization since March 2024, which affects the content and conditions of the work.

The main tasks of the position are to work together with other colleagues to:

  • Contribute to the development of preparedness planning for civil defense within the civil area in close collaboration with, among others, the Armed Forces, County Administrative Boards, and sector-responsible authorities.
  • Participate in working meetings and networks at the national and higher regional levels to develop civil defense. Sometimes you will be the convenor and lead meetings.
  • Assist in preparations and planning and participate in exercises at the regional, higher regional, and national levels.
  • Work with materials and tasks related to processes and methods for producing situational reports and decision-making support.

The position also includes handling other tasks within the office such as referral work, case management, and more.

About you

We are looking for someone who has:

  • Relevant higher education or other education combined with experience that the employer deems equivalent.
  • Very good ability to express yourself verbally and in writing in Swedish.
  • Experience in writing and working with plans and report writing as you will be doing this in your daily work.

You take initiative and work in a structured manner by planning and executing your work effectively within given or self-imposed time frames. You inspire trust and are good at working with others through a responsive, unpretentious, and smooth manner. You listen, communicate, and resolve conflicts constructively. The work is in constant development, and based on our assignment, the tasks may change over time, which means you need to have a flexible attitude towards tasks and working methods and be able to adapt to changing circumstances. You also have a knack for seeing opportunities in changes. You have good analytical skills and a broad perspective on issues. You understand the connections between areas and actions, the consequences of events, and long-term effects and contribute with suggestions for solutions.

We are also looking for someone who is at the beginning of their career and wants to develop with us!

We consider it an advantage if you have:

  • Experience from work in crisis preparedness or total defense in a municipality / municipal company, region, state authority / state company, or the private sector with related tasks.
  • Experience in participating in the planning and execution of exercises.
  • Experience in collaborating and cooperating with various actors in society.
  • Experience in case management in public operations with consideration of public access and confidentiality.

Good to know

We use a six-month probationary period.

If you are called for an interview, you may be required to complete a work test.

Since some jobs with us require security clearance, you may need to undergo a security review before employment. This includes a security interview and background check. For certain positions, Swedish citizenship is required.
