Background

Since October 1, 2022, Sweden has been divided into six civil areas.

The County Administrative Board of Norrbotten is the civil area responsible authority with the mission to coordinate the Northern civil area, which consists of Jämtland, Västernorrland, Västerbotten, and Norrbotten counties. The Governor of Norrbotten is the civil area manager and leads the work of the civil area with the support of a civil area secretariat. The secretariat, which consists of a secretary and 10 employees, is in a development phase. The mission includes planning, cooperation, and preparations for heightened readiness within the civil area. The mission also includes certain tasks before and during peacetime crises.

About the job

The civil area secretariat is now looking for an employee who can contribute to developing the operations at the civil area secretariat with a holistic view and solution focus.

You will be part of a team with driven and engaged colleagues, where we share our knowledge and experiences with each other as a way to learn and increase our common knowledge and ability. Since we are still in a development phase, you have great opportunities to influence the direction of the operations together with us. You will collaborate with external actors at both regional, higher regional, and national levels. As a person, you thrive in an outward-facing role, as you will be in contact with the county administrative boards within the Northern civil area, but also with other civil area secretariats. In addition, you will be in contact with, among others, the Armed Forces, MSB, sector-responsible authorities, and other actors within the operational area.

The civil area secretariat has an exciting role in the work of developing society's preparedness. Sweden has been a member of the NATO defense organization since March 2024, which affects the content and conditions of the work.

The main tasks of the position are:

  • In collaboration with, among others, the Armed Forces, county administrative boards, and sector-responsible authorities, develop preparedness planning for civil defense within the civil area.
  • Participate in working meetings and networks at the national and higher regional levels to develop civil defense. Sometimes you will be the convener and lead meetings.
  • Prepare, plan, and participate in exercises at regional, higher regional, and national levels.
  • Work on tasks related to processes and methods for producing situational reports and decision support and for environmental monitoring.
  • Develop and work with the civil area secretariat's own organization and ability to lead and cooperate during peacetime crises, before and during heightened readiness. Other tasks within the civil area secretariat such as referral work, handling of cases, etc.

The work is in constant development and based on our mission, the tasks may change over time.

About you

We are looking for someone who has

  • Relevant higher education or other education combined with experience that the employer assesses as equivalent.
  • Experience from work within crisis preparedness or total defense in municipalities, regional authorities, state agencies, or the private sector with related tasks.
  • Very good ability to express yourself in speech and writing in Swedish.
  • Experience in project management, leadership, and coordination of processes, analysis, or investigative work, as you will work with planning and report writing as part of your daily operations.

You take initiative and work structured by planning and executing your work efficiently within given or self-imposed deadlines. You inspire confidence and are good at working together with others in a responsive, unpretentious, and smooth manner. You listen, communicate, and resolve conflicts constructively. The work is in constant development and based on our mission, the tasks may change over time, which means you need to have a flexible attitude towards tasks and working methods and be able to adapt to changing circumstances. You also have an easy time seeing opportunities in changes. You have good analytical skills and a broad perspective on issues. You understand connections between areas and actions, the consequences of events, and long-term effects and contribute with proposals for solutions.

We consider it an advantage if you have

  • Experience in handling cases in public operations with consideration of transparency and confidentiality.
  • Experience in collaborating and cooperating with various actors in society.
  • Worked within or in collaboration with the Armed Forces.

Good to know

Since some jobs with us require security clearance, you may be required to undergo a security check before employment. This includes a security interview and background check. For certain jobs, Swedish citizenship is required.
