The role of Developer with us

As a Developer, you play a key role in the department's development and transformation work, focusing on creating concrete benefits for residents, businesses, and operations. You have many contact points and help us take big, innovative steps by driving development initiatives from idea to implementation and follow-up. You operate at the intersection of operations and management, where you capture needs, analyze opportunities, and translate them into actionable development initiatives. A central part of the role is to create structure, momentum, and coordination with an eye for digitalization and new technology, so that ideas become reality and lead to actual results. As a Developer, you become an important operational force driving prioritized initiatives and ensuring implementation and follow-up in operations. You work closely with the department management and create transparency and learning in the development work by monitoring results and benefits.

You will, among other things:

• project manage and process-plan development initiatives and process flows
• plan and coordinate development efforts together with operations
• facilitate workshops, dialogues, and development processes
• serve as an operational support for managers and employees in transformation and development work
• follow up on the effects and benefits of implemented and ongoing development efforts
• analyze and report status updates, decision support materials, recommendations, and results to development leaders and department management
• monitor the external environment and collaborate in development work, for example, in the municipality's and municipal enterprises' various networks

Your profile

To thrive in this role, you are a driving force that creates structure, engagement, involvement, and direction even in complex contexts. You are flexible and secure in the face of change and have the ability to spread this attitude to others. We believe you see the organization as a whole to identify influence relationships when decisions need to be made. You can work independently while also having a good ability to listen, build relationships, and bring others along. You have good communicative skills in Swedish, both spoken and written. We place great emphasis on personal suitability.

We are looking for you who have:

• post-secondary education in a relevant field, or alternatively, work experience that the employer deems equivalent

And relevant work experience in:

• leading projects or development initiatives from start to finish
• leading change or transformation work in close collaboration with operations
• coordinating multiple stakeholders and driving joint work forward

It is meritorious to have relevant work experience in:

• working in public operations
• producing decision support materials, analyses, and reports for the management group
• service design, innovation work, or improvement methodology
• measuring and following up on the effects and benefits of development work

About us

The Department of Technical Services has a broad and socially critical mandate that affects people's daily lives every day. Here we work with water and sewage, waste and recycling, broadband and digital infrastructure, traffic and outdoor environments, and transport services. The position is located in the Executive Office unit, which, in addition to your mandate, also handles information management, board administration, security, transport services, and digitalization and new technology. In the department, there is a Development Leader with overall responsibility for the development portfolio and the direction of ongoing work. You will also have a developer colleague whose area of responsibility is operational support and development within information technology. The department also works with an idea and prioritization council for the distribution of the innovation budget, where you, with your competence, will be an important participant. Our joint development culture is characterized by learning, collaboration, and continuous improvements.
