The role as a Developer

As a developer within law and data protection, you play a central role in developing and ensuring the quality of the administration's work in law, data protection, and information management. The assignment involves being a qualified support to the administration's management, managers, and operations in legal matters, as well as contributing to long-term and systematic development work. In this role, you are responsible for monitoring and following developments in legislation, case law, and adjacent areas. Together with colleagues, you ensure that operations are prepared for future requirements and opportunities.

An important part of the role is the assignment as the administration's data protection contact. This involves coordinating, driving, and developing the work with personal data management in accordance with the General Data Protection Regulation (GDPR). The work includes, among other things, advisory services, training, follow-up, impact assessments, handling of personal data incidents, and support in legal assessments related to the processing of personal data.

Kungsbacka Municipality is on a journey of development where digitalization, AI, and new data-informed working methods create both opportunities and new legal issues. You will have an important role in the administration's continued development work by contributing to the implementation of new solutions and working methods in a legally secure and sustainable manner.

The assignment also includes preparing materials, opinions, and responses to consultations, as well as representing the administration in internal and external networks and collaboration forums.

Your profile

We are looking for you with a strong interest in law, data protection, and operational development. You are curious about societal development, digitalization, and new working methods, and see opportunities in developing operations within the framework of current regulations. To succeed in the role, you must have the ability to analyze complex issues, translate legal requirements into practical solutions, and create understanding of regulations within the operations.

The role places high demands on initiative, self-drive, and a proactive working method. Equally important is a pedagogical approach and the ability to build trusting relationships. You express yourself clearly and well-formulated in Swedish, both orally and in writing, and have a good ability to produce high-quality legal materials, guidelines, and decision support.

We are looking for you who have:

• a university education in law or public administration, or alternatively another post-secondary education that the employer considers equivalent
• experience in working with administrative law, municipal legislation, and public access and secrecy legislation
• good knowledge of the General Data Protection Regulation (GDPR) and experience working with data protection issues
• experience in conducting legal investigations and preparing decision materials
• very good ability to express yourself in Swedish in speech and writing

It is meritorious if you have:

• experience in working with the Social Services Act and school legislation
• experience with legal issues related to AI, digitalization, or information management
• experience working in public operations, preferably municipal operations

Great importance will be attached to personal suitability.

The position is located at the Quality and Development unit within the Administration for Upper Secondary School & Employment. The unit consists of nine employees with different specialist competencies who work together to support, develop, and ensure the quality of the administration's operations.
